CM Saini Unveils Haryana's ₹5 Lakh Cr Investment Plan, Expands Manufacturing Beyond NCR

Haryana Chief Minister Nayab Singh Saini has launched the Make in Haryana Industrial Policy 2026, targeting ₹5 lakh crore investment and one million new jobs. The policy aims to expand industrial infrastructure and manufacturing hubs beyond traditional NCR regions, fostering balanced growth across the state.

Haryana Chief Minister Nayab Singh Saini has introduced the ambitious Make in Haryana Industrial Policy 2026, a strategic initiative designed to transform the state into a premier global investment destination. The policy sets an aggressive target of attracting ₹5 lakh crore in investments and generating one million new employment opportunities across various sectors.

Expanding Industrial Footprint Beyond NCR

A core tenet of the new policy is to decentralize industrial growth, moving beyond the traditional concentration in National Capital Region (NCR) districts like Gurugram and Faridabad. CM Saini emphasized the development of world-class industrial infrastructure ahead of investment arrival. The Haryana State Industrial and Infrastructure Development Corporation Ltd (HSIIDC) is actively developing new industrial townships and clusters, with Kharkhoda and Sohna cited as key examples. The policy envisages the creation of 10 additional Industrial Model Townships (IMTs) over its duration.

The state aims to strengthen its position as a preferred investment hub by promoting manufacturing competitiveness, fostering innovation, supporting exports, and creating robust employment. This includes providing ready-to-use industrial land, plug-and-play infrastructure, reliable utilities, enhanced connectivity, integrated townships, common facilities for MSME clusters, and digital infrastructure for modern industries.

Boosting MSMEs and Sunrise Sectors

Recognizing Micro, Small, and Medium Enterprises (MSMEs) as the backbone of Haryana’s economy, the government has implemented a comprehensive framework to support their growth. This includes access to finance, infrastructure, technology, and markets through incentives like interest subsidies, investment-linked benefits, and employment generation support. The Haryana Progressive MSME and Export Promotion Policy 2026 aims to attract over ₹55,000 crore in manufacturing investment, create more than five lakh new jobs, and double the state’s exports by 2031.

Haryana is also strategically pivoting towards sunrise sectors and advanced manufacturing. Identified thrust areas include:

  • Electronics and IT/ITeS
  • Defence and Aerospace
  • Renewable Energy and Solar
  • Pharmaceuticals and Chemicals
  • Electric Vehicles and Advanced Batteries
  • Medical Technology
  • Industry 4.0, Robotics, and Automation
  • AVGC-XR (Animation, Visual Effects, Gaming, Comics, Extended Reality)

The state’s Electronics System Design and Manufacturing Policy 2026 provides additional support, aligning with national PLI and semiconductor programs.

Attracting Investment and Developing Talent

CM Saini highlighted Haryana's clear message to investors: a commitment to ease of doing business, robust connectivity, advanced infrastructure, skilled manpower, and a strong industrial ecosystem. The state is transitioning from an approval-oriented approach to a facilitation-oriented one, ensuring time-bound clearances and reduced regulatory burdens. Beyond incentives, the focus is on policy stability, quality of life, and dependable governance to attract both domestic and global companies.

For the youth, industrialization is intrinsically linked to employment and better livelihoods. The state is shifting towards industry-linked, demand-driven skill development. The Haryana Skill Development Mission collaborates with industry, establishing cluster-specific skill centers and programs in emerging fields like EVs, ESDM, logistics, and Industry 4.0 technologies such as AI, data analytics, and IoT. The objective is to create a cohesive ecosystem where ITIs, universities, and industry work together to ensure skilled, certified, and placed talent.
