New CAFE-3 Framework Offers Auto Industry Technology Flexibility, Manufacturers Say

India's newly notified CAFE-3 framework adopts a technology-neutral approach, granting automakers greater flexibility in meeting fleet efficiency targets. Hyundai and Tata Motors welcome the provisions for innovation and long-term product planning.

India's New CAFE-3 Framework Welcomed by Automakers

The recently announced CAFE-3 (Corporate Average Fuel Economy) framework in India has been met with positive reception from leading automobile manufacturers, including Hyundai Motor India Ltd. and Tata Motors Passenger Vehicles. The framework is lauded for its technology-neutral stance, which offers automakers diverse pathways to enhance fleet efficiency and reduce carbon dioxide emissions.

According to Tarun Garg, Managing Director and CEO of Hyundai Motor India Ltd., the CAFE-3 provisions for credit trading, pooling, and flexible compliance mechanisms are crucial. These elements are expected to provide manufacturers with increased flexibility, fostering innovation, investment, and competitiveness as India transitions towards sustainable mobility.

Hyundai Sees Clear Roadmap for Sustainable Mobility

Garg emphasized that the final notification of CAFE-III norms represents a significant step forward by the government, offering a clear, long-term roadmap for the automotive industry. He highlighted that the norms provide a predictable regulatory environment through a 3+2 year compliance block structure, which will enable manufacturers to undertake more certain long-term product and technology planning.

Hyundai has already committed to achieving a green portfolio share exceeding 50% within the next four to five years. This ambitious target includes a mix of cleaner technologies such as electric vehicles (EVs), hybrids, and CNG-powered vehicles, demonstrating the company's commitment to sustainability and regulatory compliance.

Tata Motors Praises Consultative Approach and Electrification Focus

Shailesh Chandra, MD and CEO of Tata Motors Passenger Vehicles, also expressed appreciation for the government's consultative approach in developing the CAFE-3 framework. He noted that the framework successfully combines ambitious fuel efficiency targets with practical market-based compliance mechanisms.

Chandra underscored the continued recognition of zero-emission technologies within the framework, reinforcing the vital role of electrification in achieving India’s long-term decarbonization goals. He stated that the clarity and predictability offered by the framework would enable the industry to plan investments, accelerate innovation, and offer consumers an increasingly compelling range of cleaner mobility solutions. Tata Motors, he added, remains committed to leading this transition through sustained investments in electric mobility and other emission-reducing technologies.

Understanding CAFE Norms

CAFE norms were initially introduced by the Indian government in 2017, under the Energy Conservation Act, 2001. Their primary objective is to mitigate fuel consumption by lowering CO2 emissions, thereby reducing the nation's dependency on oil, improving air quality, and supporting the government's broader climate goals. These norms incentivize automakers to produce more fuel-efficient vehicles, directly contributing to lower CO2 emissions across their fleets. The new CAFE-3 framework builds on these principles, providing enhanced flexibility for adopting cleaner technologies, alternative fuels, and innovative solutions.
