Delhi-NCR Air Quality: GRAP Stage III Invoked Ahead of Diwali Amid 'Very Poor' Readings

· · 2 min read

The Commission for Air Quality Management (CAQM) has enacted GRAP Stage III across Delhi and NCR, imposing stricter pollution controls. This precautionary measure comes as the region's Air Quality Index (AQI) remains in the 'very poor' category, with forecasts predicting further deterioration during the Diwali festival.

The Commission for Air Quality Management (CAQM) has escalated pollution control measures in Delhi and the National Capital Region (NCR), invoking Stage III of the Graded Response Action Plan (GRAP). This decision, made on November 6, 2026, comes as a proactive step to combat deteriorating air quality ahead of the Diwali festival, which often sees a surge in pollution levels.

Delhi's average Air Quality Index (AQI) has consistently remained in the 'very poor' category, with several monitoring stations reporting readings in the 'severe' range. Data from the Indian Institute of Tropical Meteorology (IITM) indicated AQI levels surpassing 400 at locations like Jahangirpuri (449), Delhi Technological University (445), and Bawana (428) on Friday afternoon. Forecasts suggest that pollution levels could enter the severe category between November 7 and November 9.

GRAP Stage III Restrictions Explained

The invocation of GRAP Stage III introduces a series of stringent restrictions across Delhi-NCR, building upon measures already in effect under Stages I and II. These curbs target key sources of dust and emissions:

  • Construction and Demolition: Non-essential construction and demolition activities are prohibited. This includes earthwork, piling, trenching, and other dust-generating operations. Ready-mix concrete plants not using approved clean fuels also face restrictions.
  • Vehicle Restrictions: Older vehicles, specifically BS-III petrol and BS-IV diesel four-wheelers, will face restrictions on operation in Delhi and designated NCR districts, subject to specific exemptions.
  • Industrial Activities: Stone-crushing units and mining activities are ordered to shut down. Hot-mix plants that do not operate on approved clean fuels are also subject to closure.
  • Diesel Generators: The use of diesel generator sets is restricted, with exceptions only for permitted emergency and essential services.
  • Inter-state Transport: Restrictions will apply to certain inter-state diesel buses entering or operating within Delhi.

Further Measures and Public Impact

Beyond these direct prohibitions, GRAP Stage III also empowers Delhi and NCR state authorities to consider additional actions. These may include implementing a 'work from home' policy for up to 50% of staff in government and private offices. Furthermore, state governments can consider shifting classes up to Class 5 to an online mode, depending on local air quality conditions.

Authorities are also directed to intensify efforts to reduce road dust and vehicular emissions through measures such as increased mechanical sweeping, water sprinkling, and enhanced traffic management. These combined efforts aim to mitigate the anticipated rise in pollution during the festive period and protect public health.
