Car Buyers to See Deeper Discounts as Automakers Clear Inventory Ahead of CAFE 3

· · 3 min read

Automakers and dealers are set to offer significant year-end discounts to clear passenger vehicle inventory, which stood at 43-45 days in October. This push is also driven by upcoming CAFE 3 norms effective April 2027, urging clearance of older petrol and diesel models.

Car buyers can anticipate more attractive deals in the final months of the year as manufacturers and dealerships aim to reduce mounting inventory. With passenger vehicle stock levels holding steady at 43-45 days at the close of October, the industry is poised to sweeten year-end offers to avoid carrying unsold units into the new year.

Inventory Buildup Drives Discount Pressure

According to the Federation of Automobile Dealers Associations (FADA)'s October 2026 vehicle retail report, sales performance in December and January will largely depend on these year-end promotions, new model launches, and efficient supply chain management for popular variants. Puneet Gupta, Director, India & ASEAN Automotive Market at Mobility Global, notes that inventory has been building for four consecutive months.

“Inventory is building up. Somewhere, this inventory pressure will explode. Generally, this happens during the month of December because dealers also try to give their best deals so that they get rid of their old stock,” Gupta explained.

While newly launched models typically sell without discounts, substantial offers are emerging for vehicles nearing the end of their production lifecycle. Gupta emphasizes that overall discounts are expected to increase significantly in the coming two months, particularly in December. However, popular models and electric vehicles (EVs) are largely exempt from these promotions, though some hybrid models are seeing discounts due to demand falling below industry expectations.

CAFE 3 Norms Accelerate Clearance

Adding to the urgency for clearance is the impending implementation of Corporate Average Fuel Efficiency (CAFE) 3 norms, set to take effect in April 2027. These stricter regulations will limit the number of petrol and diesel vehicles automakers can sell, compelling them to manage their powertrain portfolios more strategically to avoid penalties. Companies will need to adjust their model and powertrain mix to comply.

Gupta suggests that once CAFE 3 norms are in force, automakers may also offer larger discounts to boost EV sales as part of their compliance strategy.

Market Shift: From Volume to Profitability

October 2026 saw passenger vehicle wholesales (factory shipments to dealerships) outpace retail sales. Retail sales declined by 14% year-on-year to 507,768 units, while dispatches from manufacturers increased by 12% to 528,384 units. FADA attributes the retail sales decline partly to a high base effect from the previous year, when both Navratri and Diwali fell in October, alongside the impact of a GST 2.0 rate cut in September 2025 that unleashed pent-up demand.

Despite the current push for discounts, the industry is expected to pivot next year. As commodity costs for materials like steel, copper, and rubber rise, automakers are projected to shift their focus from chasing sales volumes to protecting profit margins. FADA anticipates inventory levels to normalize to around 30 days by the end of the calendar year as festive demand continues.
