Former Minister Satyendar Jain Among Those Arrested
The Anti-Corruption Branch (ACB) of the Delhi government has arrested former Delhi minister and Aam Aadmi Party (AAP) leader Satyendar Kumar Jain, along with five other individuals, in connection with alleged irregularities within the Delhi Jal Board (DJB). The arrests, reported on Tuesday, August 18, 2026, stem from a case involving alleged manipulation of tender conditions and a wider criminal conspiracy related to contracts for Sewage Treatment Plant (STP) augmentation and upgradation.
Key Figures Apprehended in DJB Case
Beyond former Water Minister Satyendar Kumar Jain, the ACB's operation led to the arrest of several other individuals implicated in the alleged scam. These include:
- Udit Prakash Rai, an IAS officer and former CEO of the Delhi Jal Board.
- Ankit Srivastava, who previously served as a contractual consultant with the DJB.
- Nagendra Yadav, identified as the proprietor of AN Enterprises.
- Raja Kumar Kurra, the owner of Euroteck Environment Pvt. Ltd.
- Pankaj Verma, the proprietor of Srijanhar.
Understanding the Delhi Jal Board Scam Allegations
The case was initiated following a formal complaint lodged by the Directorate of Vigilance, Government of NCT of Delhi. An FIR was officially registered on May 11, 2024, at the Anti-Corruption Branch police station. The allegations center on extensive irregularities in the tendering process for projects aimed at expanding and upgrading sewage treatment plants operated by the Delhi Jal Board.
The ACB specifically alleges significant manipulation of tender conditions and a criminal conspiracy orchestrated during this process. The legal framework under which the case has been registered includes Sections 7, 7A, 9, and 13 of the Prevention of Corruption Act, 1988 (as amended in 2018), alongside Sections 420 (cheating), 409 (criminal breach of trust by public servant), 418 (cheating with knowledge that wrongful loss may ensue to person whose interest offender is bound to protect), and 120-B (criminal conspiracy) of the Indian Penal Code.
Previous Legal Entanglements for Satyendar Jain
This is not the first time Satyendar Jain has faced legal action. He was previously arrested by the Enforcement Directorate in May 2022 in connection with a money laundering case. That particular case involved alleged transactions linked to four companies associated with him. Jain spent approximately 18 months in custody before a Delhi court granted him bail in October 2023.
