Union Minister: India to Replace Aadhaar with Voter ID, Biometrics for Beneficiary Payments

· · 3 min read

Union Minister Rajiv Ranjan Singh announced that Aadhaar will no longer be the primary basis for government beneficiary payments. The Centre plans to use biometrics and Voter ID (EPIC) numbers instead for direct transfers.

India Considers Major Shift in Beneficiary Payments

Union Minister Rajiv Ranjan Singh has indicated that the Indian government intends to move away from using Aadhaar as the sole basis for direct beneficiary payments across various central schemes. The announcement, made during the National Workshop on People’s Plan Campaign, signals a significant policy shift aimed at enhancing the verification process.

Instead of Aadhaar, the new system proposes leveraging a combination of biometrics and the Electoral Photo Identity Card (EPIC) number, commonly known as the Voter ID. This change would impact how millions of beneficiaries receive financial aid and support from government programs.

Details of the Proposed Change

Addressing attendees at the workshop, Minister Singh, who oversees the Ministry of Panchayati Raj, Fisheries, Animal Husbandry and Dairying, stated unequivocally, “Aadhaar will no longer be the basis for making payments to beneficiaries.” He highlighted the widespread availability of Aadhaar enrollment centers, noting that cards can be generated quickly, which might have implications for the integrity of beneficiary verification.

“For beneficiary payments, biometrics and their Voter ID (EPIC) number will be used as the basis, and payments will be made on that basis,” Singh elaborated. This shift suggests a move towards a more robust and perhaps multi-layered identification process for fund disbursement.

Where Aadhaar is Currently Utilized

Currently, Aadhaar-seeded bank accounts are crucial for payments under numerous Central government initiatives. These include prominent programs such as the rural job guarantee scheme (MGNREGA), PM-Kisan, Pradhan Mantri Awaas Yojana (Gramin), and the National Social Assistance Programme, which encompasses pensions for old-age, widows, and individuals with disabilities.

While Singh's own Ministry of Panchayati Raj does not directly transfer funds to individual beneficiaries, schemes under the Ministry of Fisheries, Animal Husbandry and Dairying do require Aadhaar. For instance, the National Livestock Mission Entrepreneurship Development Programme mandates beneficiaries to furnish proof of Aadhaar possession or undergo Aadhaar authentication.

Unspecified Implementation Timeline

Despite the clear announcement of intent, Minister Singh did not provide specific details regarding which schemes would adopt the new EPIC-based payment system, nor did he offer a timeline for its implementation. Further clarity is awaited on the scope and phased rollout of this significant policy alteration.

Broader Context: Self-Reliant Panchayats

During the same workshop, Singh also urged for greater stakeholder participation in developing 'Atmanirbhar Panchayats' (self-reliant panchayats) and 'Viksit Panchayats' (developed panchayats). He emphasized the need for Gram Panchayats to boost their own-source revenue generation to qualify for performance grants, framing the beneficiary payment reform within a larger vision of local governance and financial autonomy.
