TRAI Mandates Clear Display of Budget Mobile Packs, Ending 'Dark Patterns'

India's Telecom Regulatory Authority (TRAI) has ordered mobile operators to prominently display low-cost voice and SMS recharge packs. This mandate aims to stop 'digital dark patterns' that hide budget options from over 200 million subscribers.

The Telecom Regulatory Authority of India (TRAI) has issued a significant directive compelling all mobile network operators to prominently display low-cost and regulatory-mandated recharge packs. This move, aimed at combating what TRAI terms 'digital dark patterns,' requires telcos to make budget-friendly voice and SMS plans easily accessible on their digital platforms and at retail points.

TRAI's Directive: Ending Digital Dark Patterns

Effective October 1, 2026, TRAI's order addresses widespread consumer complaints regarding the lack of transparency and visibility for essential, affordable mobile plans. An official review by the regulator confirmed that operators were actively making it difficult for subscribers to locate these budget options, often burying them behind multiple navigation screens or categorizing them obscurely, thereby pushing users towards higher-priced data packages.

“Received various complaints from consumers regarding the lack of adequate transparency, visibility and ease of access to the different types of TRAI-mandated vouchers on the websites and mobile applications of the service providers,” TRAI noted in its directive.

Protecting 200 Million Subscribers

This mandate is set to benefit over 200 million mobile subscribers across India, particularly the 'Aam Aadmi' (common person) who primarily relies on voice and SMS services and has no need for daily internet bundles. This demographic includes millions of feature-phone owners, senior citizens, and low-income households, for whom finding basic calling plans had become an increasing challenge.

Under existing regulations, including the Telecommunication Tariff Order, 1999, and the Telecom Consumers Protection Regulations, 2012, operators are legally bound to offer specific standardized plans. These include flat 30-day validity vouchers, date-to-date same-month renewal packs, and standalone Voice and SMS-only Special Tariff Vouchers (STVs).

The Mandate: "TRAI-Mandated Packs" First

To ensure fair choice and informed decisions, TRAI has explicitly ordered operators to redesign their digital payment interfaces. They must create a dedicated section titled “TRAI-Mandated Packs” which must be visible as the very first tab on the prepaid recharge screen across all mobile apps, websites, and exclusive retail stores.

The regulator stated, “The purpose of mandating specific vouchers by the Authority is to provide to the consumers appropriate tariff choices to make informed decisions and, therefore, it is important that such vouchers are not only available on the websites and mobile application of the telecom service providers but are also displayed clearly and prominently and are easily accessible.”

Compliance and Impact

This order impacts major operators, including Reliance Jio, Bharti Airtel, Vodafone Idea, and BSNL. By moving standalone calling packs and fixed 30-day options to the forefront, TRAI aims to remove the navigation hurdles that previously steered consumers toward more expensive daily data combos.

Telecom operators have been given a strict deadline: they must submit a compliance report to TRAI within thirty days of the order's issue date, meaning by October 30, 2026. This directive marks a significant step towards empowering consumers and ensuring transparency in India's telecom sector.
