The Department of Telecommunications (DoT) has set an August 24, 2026, deadline for operators to implement technical and organizational measures to identify and prevent the issuance of new mobile connections to customers who have already reached the prescribed ceiling.
Existing SIM Card Limits Reaffirmed
The cap on mobile connections is not new, having been in place since August 9, 2012. Under these rules, an individual can possess a maximum of nine mobile connections across all operators and licensed service areas within India. For subscribers in Jammu and Kashmir, Assam, and the North-Eastern states, a stricter limit of six connections applies.
Enhanced Enforcement Through Digital Intelligence Platform
To ensure stricter compliance, the DoT has mandated that telecom operators integrate with its centralized Digital Intelligence Platform (DIP). This platform consolidates subscriber information from all providers, enabling the identification of customers who have reached or exceeded their permitted number of connections.
- Subscriber Declaration: Customers are now required to declare all mobile connections held in their name, including those from other operators or licensed service areas, within their Customer Application Form.
- DIP Integration: From August 23, a representative photograph of subscribers who have reached the connection limit will be available on the DIP. Operators are to use this information to deny new SIM card requests from such individuals.
- Process Alignment: Telecom operators have been instructed to align their internal processes with the DIP by November 30. Until this full integration, any mobile connection activated beyond the prescribed limit for a single day must be immediately suspended until the issue is resolved.
