The Indian government has initiated a robust, coordinated response to address escalating congestion at the Jawaharlal Nehru Port Authority (JNPA). This intervention comes as global supply chain disruptions, particularly the rerouting of Gulf-bound containers, place significant strain on port operations and logistics infrastructure.
Union Commerce and Industry Minister Piyush Goyal, alongside Union Ports, Shipping and Waterways Minister Sarbananda Sonowal, recently convened a high-level meeting. Representatives from the EXIM industry, including the All India Liquid Bulk Importers and Exporters Association, participated to review the evolving situation and strategize immediate and long-term solutions for smooth cargo movement.
Immediate Measures to Boost Efficiency
Authorities have introduced several operational interventions to accelerate cargo evacuation and enhance terminal efficiency. Key actions include:
- Enhanced Rail Evacuation: Containers are now being moved via rail to nearby Container Freight Stations (CFSs) equipped with railway sidings, reducing pressure on port yards.
- Faster Scanning: The introduction of simultaneous scanning for double containers significantly cuts down processing time.
- Fee Waivers: To support trade stakeholders, Intern-Terminal Railway Handling Operation (ITRHO) charges and Change of Mode of Transport charges have been waived. Port terminals have also extended waivers and discounts on ground rent on a case-by-case basis.
- Dedicated Green Channels: Specific green channels for empty trailers have been established across terminals, ensuring quicker turnaround times.
- Trailer Pooling: Leading CFS operators collaborated to pool nearly 100 trailers, successfully evacuating long-pending containers from congested yards. This initiative has dramatically improved yard management and reduced the backlog of older containers.
Minister Sonowal affirmed the government's commitment, stating, “Guided by a ‘Whole of Government’ approach, we are taking coordinated and proactive measures across ports and logistics systems to sustain Ease of Doing Business, strengthen supply chain resilience and build a globally competitive maritime ecosystem.”
Long-Term Strategic Initiatives
Beyond immediate relief, JNPA is also focusing on several long-term strategies to bolster its operational capacity and sustainability:
- Increased Driver Availability: Efforts are underway to address the shortage of drivers, crucial for efficient cargo movement.
- Enhanced Rail Evacuation Capacity: Plans include further improvements to rail infrastructure to handle larger volumes.
- Truck Appointment System: Implementing a new system to streamline gate movement for trucks, reducing waiting times and congestion.
- Additional Cargo Handling Equipment: Encouraging terminals to deploy more state-of-the-art equipment to boost efficiency.
- Transition to Electric Vehicles: A gradual shift towards electric vehicles is planned to improve operational sustainability and enhance driver comfort.
These comprehensive measures aim to ensure that JNPA remains a competitive and resilient hub for India's international trade amidst evolving global economic challenges.
