US Envoy Sergio Gor Calls Kashmir "Important Part of India," Hints at Travel Warning Downgrade

· · 3 min read

US Ambassador Sergio Gor declared Jammu and Kashmir an "important part of India" during his visit to Srinagar. He also indicated a potential downgrade of the Level 4 "do not travel" advisory, citing improved safety and tourism opportunities.

US Ambassador Sergio Gor, on a significant standalone visit to Srinagar, has affirmed Jammu and Kashmir as an "important part of India." His remarks, made after a meeting with J&K Chief Minister Omar Abdullah on Wednesday, signal Washington's continued recognition of India's stance on the Union Territory.

Potential Easing of US Travel Advisory

Ambassador Gor also indicated that the United States is considering reviewing its highest-level travel advisory for Jammu and Kashmir. The region currently holds a Level 4 "do not travel" warning, primarily due to terrorism concerns.

"We will be looking at whether the travel warning that is imposed, which is recommended by the United States, is something that should be downgraded... [India has] made some incredible steps to keeping this area safer and making it more safe," Gor stated, highlighting improvements in regional security.

He expressed confidence that American tourists would be interested in visiting Kashmir, citing its immense tourism potential. Former Chief Minister Mehbooba Mufti had previously urged the US envoy to withdraw the advisory, emphasizing the livelihoods of thousands of Kashmiri families dependent on tourism. An easing of this advisory could significantly boost Kashmir's appeal to international visitors.

Discussions with Chief Minister Omar Abdullah

Gor's bilateral talks with Chief Minister Omar Abdullah focused on the Jammu and Kashmir government's priorities and opportunities for enhanced economic engagement. On X (formerly Twitter), Gor noted discussions centered on deepening economic collaboration and creating mutually beneficial opportunities for both nations.

Chief Minister Abdullah confirmed that the discussions covered vital sectors such as tourism, horticulture, and the new economy. He acknowledged some "legacy issues" that would require ongoing efforts to resolve, expressing optimism for widening and deepening engagement between the US and J&K in the coming years.

This meeting marked the first interaction between a serving US ambassador and a sitting J&K chief minister in over 15 years, with the last such encounter occurring in 2011.

Context of the Visit and Future Plans

This trip is Ambassador Gor's inaugural visit to Kashmir since assuming his role earlier this year, and the first standalone visit by a US envoy since 2018. It comes seven years after the central government revoked Jammu and Kashmir's special status and reorganized the former state into Union Territories.

Amidst ongoing tensions in Pakistan-Occupied Kashmir, Gor's visit underscores closer India-US strategic engagement. Following his engagements in Srinagar, Ambassador Gor is scheduled to travel to Ladakh on Thursday, marking another diplomatic first for a US envoy in the region since the 2020 Galwan clashes.

Abdullah's Perspective: Local Solutions

Despite the high-profile visit, Chief Minister Abdullah tempered expectations, asserting that "Washington won't solve our problems; the Centre will." He emphasized that he would not use the meeting to air grievances about Kashmir, preferring to listen to the envoy. Abdullah, who has consistently advocated for the restoration of statehood, maintained that Kashmir's issues are not the concern of a foreign envoy.
