West Bengal Budget: 1 Lakh New Jobs, Higher DA, and ₹3,000 Monthly Aid Announced

West Bengal's 2026-27 budget introduces 1 lakh government jobs with 33% women's reservation, a 20% dearness allowance hike for state employees, and ₹3,000 monthly aid for eligible women and unemployed youth. The budget also signals a strategic shift towards investment-led growth.

KOLKATA – The West Bengal government has unveiled its 2026-27 budget, proposing a significant package of welfare measures, employment generation, and infrastructure spending. Key announcements include the creation of 1 lakh government jobs, a substantial increase in dearness allowance for state employees, and direct financial assistance for women and unemployed youth.

Boost for Job Seekers and State Employees

One of the most impactful announcements is the plan to fill 1 lakh vacant government posts across various departments. Notably, 33% of these new positions will be reserved for women, aiming to enhance female participation in the public sector workforce. This initiative is central to the government's strategy to address unemployment and stimulate economic activity.

State government employees and pensioners are set to receive a 20% increase in their dearness allowance (DA). This hike will take the total DA to 38% starting October 1, 2026, narrowing the gap with central government employee allowances and providing much-needed relief amid rising costs.

Empowering Women and Supporting Youth

Women are significant beneficiaries in the new budget, with an allocation of ₹36,000 crore for the Annapurna Yojana. Under this scheme, eligible women will receive a direct monthly aid of ₹3,000. Additionally, ₹550 crore has been earmarked to continue and expand free bus services for women through the issuance of pink cards, enhancing mobility and accessibility.

Unemployed youth will also receive support under the Bhorsa Karmasathi Scheme, which proposes a monthly aid of ₹3,000 for eligible individuals. The budget further includes measures for other vulnerable groups, such as the establishment of a welfare board for gig workers, the provision of Ayushman Bharat cards for migrant labourers, and an increase in MGNREGA work from 100 days to 125 days, aiming to combine immediate income support with long-term employment generation.

Strategic Shift Towards Investment and Industrial Revival

Beyond welfare, the West Bengal Budget 2026-27 marks a strategic shift towards investment-led growth and industrialisation. Major infrastructure projects announced include a new greenfield airport in Kalyani and a deep-sea port in Purba Medinipur. The government also plans to establish a semiconductor unit in Durgapur and has allocated ₹5,000 crore in industrial incentives to attract private investment and foster economic transformation.

Analysts from SBI Research note that the budget reflects a broader economic strategy, moving from a predominantly welfare-driven approach to one that prioritises capacity creation, governance, technology, and entrepreneurship, while still maintaining social security as a core pillar.

Fiscal Challenges and Future Outlook

Despite the ambitious roadmap, SBI Research cautions that West Bengal continues to face fiscal challenges, particularly its heavy reliance on Central tax devolution and grants, alongside relatively weak non-tax revenue generation. Sustaining the budget's spending commitments will depend on improving administrative efficiency, monetising government assets, and strengthening internal revenue generation.

The success of this new strategy, combining immediate welfare with long-term investment, will ultimately hinge on the state's ability to effectively deliver on its promises and strengthen its fiscal position over time.
