Uttarakhand, traditionally known for its pilgrimage sites and natural beauty, is rapidly transforming its economic identity. Chief Minister Pushkar Singh Dhami, in his second tenure, is spearheading initiatives to position the state as a prime destination for investment, innovation, and enterprise, moving beyond its conventional strengths.
Accelerated Manufacturing Growth and Investor Confidence
Recent research indicates that Uttarakhand has achieved the fastest manufacturing growth among India's 11 hill states, with its Gross State Value Addition increasing by 143% over the past decade. This surge is attributed to strategic policy reforms and a proactive approach to attracting investment.
Chief Minister Pushkar Singh Dhami emphasized, "Our Global Investors Summit, guided by Prime Minister Narendra Modi, saw participation from over 50 countries and significant investment commitments. Crucially, these MoUs are translating into on-ground implementation, supported by investor-friendly policies and simplified processes."
The state's improved connectivity plays a vital role in this economic uplift. The Delhi-Dehradun Economic Corridor has drastically reduced travel times, making the capital region more accessible. Additionally, Dehradun's airport now connects to 50 cities with over 50 daily flights, enhancing logistical ease for businesses.
Expanding Industrial Footprint and Job Creation
While Haridwar and Udham Singh Nagar host large industrial areas, the government is committed to extending industrial development to hilly districts like Pauri, Chamoli, and Almora through new industrial parks. The 'One District-Two Products' scheme also supports local entrepreneurs and small enterprises, fostering a diverse economic base.
A significant focus for the Dhami administration has been youth employment and transparent recruitment. The state has cracked down on examination irregularities, leading to the arrest of over 100 individuals involved in cheating mafias. In just five years, Uttarakhand has facilitated 34,000 new, corruption-free recruitments, a substantial figure compared to previous decades.
The startup ecosystem has also seen remarkable growth, from 700 startups when Dhami took office to nearly 2,000 today. This includes a rise in homestays, small hotels, and agricultural and horticultural ventures.
Balancing Development with Sustainability
Uttarakhand is striving to integrate industrialization with rural entrepreneurship and environmental preservation. Initiatives are connecting mountain agriculture, including fruits, millets, dairy, and medicinal plants, with the new economy through value chain development. Women's empowerment, particularly through programs like 'Lakhpati Didi', is a key component of this strategy.
Given that 70% of the state is forested, environmental protection is paramount. Chief Minister Dhami stated, "Development and environment are not adversaries; they must be partners in progress." The state views its natural wealth as a source of opportunities through a circular economy, carbon credits, and green energy. Uttarakhand aims to become a significant contributor to India's green energy security.
The Vibrant Villages Programme is developing border communities, transforming them from "last villages" into "first villages" by enhancing infrastructure, tourism, and livelihood opportunities, thereby strengthening both local economies and national security.
Tangible Results and Future Aspirations
The state's policies are yielding clear results. Uttarakhand has recorded a GSDP growth of 7.23% and a significant increase in per capita income. The annual budget has surpassed the historic milestone of Rs 1 lakh crore. The state leads in NITI Aayog's Sustainable Development Goals Index, is an 'Achiever' in Ease of Doing Business, and a 'Leader' in Startup Ranking.
The ultimate goal, according to Chief Minister Dhami, is to create an environment where young people from the mountains are no longer compelled to leave their villages in search of employment, ensuring prosperity and opportunity across all regions of Uttarakhand.
