The Indian government's PARIVARTAN scheme is now actively providing a comprehensive package of financial and regulatory incentives to commercial vehicle owners in Delhi-NCR. Designed to curb air pollution, the initiative encourages the replacement of older, high-emission trucks and buses with more environmentally friendly options, including electric vehicles (EVs) and BS-VI compliant diesel or CNG models.
Understanding the PARIVARTAN Scheme
Approved by the Union Cabinet on June 3, 2026, the Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions (PARIVARTAN) has a substantial financial outlay of ₹9,585 crore, with ₹5,041 crore contributed by the central government. The Ministry of Road Transport and Highways (MoRTH), in collaboration with the National Capital Region Planning Board (NCRPB), is overseeing its implementation.
The scheme specifically targets more than 200,000 commercial vehicles, including trucks and buses, that adhere to BS-IV or older emission standards and are registered in Delhi and its surrounding NCR districts across Haryana, Rajasthan, and Uttar Pradesh. These vehicles are slated for replacement with either BS-VI compliant diesel/CNG vehicles or electric alternatives.
Key Financial Benefits
- EV Incentives: Owners opting for electric commercial vehicles can receive a one-time financial incentive ranging from ₹64,000 to ₹2.56 lakh, depending on the vehicle category. This is in addition to other applicable tax and registration concessions.
- Loan Interest Savings: A significant benefit is a 5% interest subvention on vehicle loans for a period of five years. Canara Bank serves as the nodal bank, facilitating financing through a network of 42 participating public and private sector banks and Non-Banking Financial Companies (NBFCs), with loan disbursements commencing.
- Monthly Fuel Vouchers: Owners choosing eligible BS-VI diesel or CNG vehicles are entitled to monthly fuel vouchers for five years. These vouchers range from ₹1,200 to ₹4,800 per month, varying by vehicle category, and are facilitated by major oil marketing companies (IOCL, HPCL, BPCL) and city gas distributor IGL.
- OEM Discounts: The scheme mandates a minimum 8% discount on the original equipment manufacturer's (OEM) price for eligible replacement vehicles. Fifteen OEMs, collectively representing over 95% of the commercial vehicle market, have partnered with MoRTH for this initiative.
- Tax and Registration Concessions: Delhi, Haryana, Rajasthan, and Uttar Pradesh have notified a 10-year motor vehicle tax concession and a waiver of registration fees for new, eligible vehicles. Furthermore, pending liabilities exceeding one year can be waived for vehicles scrapped through registered facilities.
Progress and Outlook
Since its launch on July 14, the PARIVARTAN scheme has registered 1,450 old truck and bus owners as of late August 2026. MoRTH projects that registrations will exceed 25,000 by October 2026. The program operates via an integrated digital platform linked with various systems like VAHAN, V-Scrap, DigiELV, PFMS, participating lenders, and fuel voucher systems, ensuring transparent and efficient delivery of benefits.
