The Delhi government has announced significant plans for the bungalow at 6 Flagstaff Road in Civil Lines, formerly the official residence of Chief Minister Arvind Kejriwal. This property, famously dubbed 'Sheesh Mahal' during past controversies, is now set to be transformed into a state guest house and a modern cultural center.
New Purpose for a Historic Property
Officials, as reported by The Indian Express, indicate that the redevelopment aims to provide a dedicated venue for government meetings, cultural programs, and to accommodate national and international delegations. Delhi currently lacks a dedicated state guest house or comprehensive cultural center, often necessitating ad hoc arrangements for visiting dignitaries.
The proposal is in its final stages of approval. Chief Minister Rekha Gupta recently presided over a high-level meeting where senior officials discussed the project. The Public Works Department (PWD) has been tasked with assessing the property's current condition and submitting detailed plans. While a project timeline and estimated costs are yet to be disclosed, the government anticipates releasing these details following final approvals and stakeholder consultations.
Redevelopment Plans and Amenities
The redeveloped complex will feature guest rooms equipped with contemporary amenities, conference halls, meeting rooms, and a multi-purpose auditorium suitable for various cultural events. Officials emphasized a commitment to minimizing demolition and preserving the bungalow's core structure during the transformation. The venue is envisioned to host a diverse range of activities, including art exhibitions, music and dance performances, literary events, cultural dialogues, and official ceremonies.
The government also plans to develop the existing space at the back of the bungalow and an adjacent building that was under construction by the previous AAP government, integrating them into the new complex.
A Bungalow Steeped in History and Controversy
Built in 1942 during the British Raj, the sprawling bungalow is one of the largest government residences outside the Lutyens’ zone. It has housed various public figures, including former Delhi Assembly Speaker Prem Singh (2004-2008) and Deputy Speaker Amrish Gautam, before becoming Arvind Kejriwal's official residence in 2015.
The property gained significant public attention and controversy due to extensive renovation work undertaken during Kejriwal's tenure. Allegations of irregularities in the reconstruction and beautification efforts led to the Bharatiya Janata Party (BJP) coining the term 'Sheesh Mahal' and making it a focal point in election campaigns.
Subsequent investigations, including a Comptroller and Auditor General (CAG) report, raised questions regarding procurement and execution processes. These inquiries reportedly led to disciplinary action against eight senior PWD engineers, impacting their service records. The new move to convert the bungalow seeks to repurpose a site with a contentious past into a public-serving asset for Delhi.
