India Boosts LPG Production 20% Amid Festive Demand & Gulf Supply Uncertainty

India's state-owned refiners have increased domestic LPG production by nearly 20% to 44,000 tonnes daily. This surge addresses rising festive season demand and mitigates ongoing supply risks from the Persian Gulf, a historically crucial but volatile source.

India Ramps Up Domestic LPG Output

India's state-owned refiners are significantly increasing liquefied petroleum gas (LPG) production to meet escalating demand during the festive season and to buffer against continued supply uncertainties from the Persian Gulf. Domestic LPG output has climbed to approximately 44,000 tonnes per day, marking a substantial increase of nearly 20% compared to the average production levels recorded in August.

As the world's second-largest LPG importer, India has historically depended heavily on supplies from the Persian Gulf. This reliance has frequently exposed the nation to disruptions stemming from regional conflicts and trade instability, prompting a strategic shift towards enhancing energy security through diversified sourcing and increased domestic output.

Navigating Supply Challenges

Earlier in the summer, domestic refiners had temporarily scaled back LPG production from wartime highs as new alternative cargoes began arriving from the United States and Africa. Supplies from Abu Dhabi National Oil Co. (ADNOC) routed through Oman’s Sohar port also contributed to alleviating import pressures during that period.

However, the situation has evolved. Recent reports indicate persistent supply risks from the Gulf, with specific September cargoes for Bharat Petroleum Corp. and Indian Oil Corp. from ADNOC reportedly uncollected. Despite these challenges, an ADNOC spokesperson confirmed their commitment to fulfilling October volumes, including five cargoes for Indian Oil and three each for Bharat Petroleum and Hindustan Petroleum, reaffirming support for India’s energy needs.

Diversifying Energy Sources

In a broader effort to strengthen its energy resilience, India is actively seeking to deepen its alternative supply channels. State-owned refiners are exploring options to secure term LPG supplies from the United States, potentially covering as much as 20% of India's total imports for the upcoming year. This initiative builds on recent trends, as the US share of India's LPG imports has already surged from 6% last year to over 20%, positioning it as the country's largest supplier.

The current boost in domestic production therefore reflects more than just a response to seasonal demand. It underscores India's strategic imperative to bolster indigenous availability and diversify its import portfolio amidst ongoing geopolitical complexities affecting traditional Gulf supply routes.

Impact on Consumers and Demand Outlook

The government has also taken steps to improve consumer access, particularly in rural areas, by reducing the minimum LPG refill waiting period from 45 days to 25 days, a measure initially imposed during a supply emergency in March. This aims to ensure a smoother supply chain for households during periods of high consumption.

While household consumption is expected to rise significantly through the festive season culminating in Diwali and potentially further into winter, overall LPG demand is still projected to remain approximately 10% below last year's figures. This is primarily attributed to the industrial demand sector, which has yet to fully recover from disruptions caused by earlier regional conflicts. As of September 23, a 14.2 kg domestic LPG cylinder was priced at ₹942 in Delhi, with variations across other major cities like Mumbai (₹941.50) and Kolkata (₹968).
