EPF Form 10C: Claiming EPS Withdrawal Benefits & Scheme Certificates

· · 4 min read

EPF Form 10C allows members to claim Employees’ Pension Scheme (EPS) withdrawal benefits if they leave employment before completing 10 years of service. It also helps secure a scheme certificate to preserve pensionable service when changing jobs, ensuring continuity of pension benefits.

Understanding the intricacies of the Employees' Provident Fund (EPF) and its associated pension scheme is crucial for every employee. When you leave a job, especially before completing a decade of service, the Employees’ Pension Scheme (EPS) component of your EPF savings requires specific attention. This is where EPF Form 10C becomes relevant, serving as a vital tool for claiming withdrawal benefits or preserving your pensionable service.

What is EPF Form 10C?

EPF Form 10C is primarily used by members of the Employees’ Provident Fund Organisation (EPFO) to claim eligible withdrawal benefits from the Employees’ Pension Scheme (EPS) or to apply for a scheme certificate. Unlike the employee's direct EPF contribution, the EPS component is funded by the employer, diverting 8.33% of their 12% contribution towards the pension fund.

The form is particularly important for individuals who terminate their employment before completing 10 years of eligible service, depending on their age and specific circumstances. It also facilitates obtaining a 'scheme certificate,' which officially records a member's pensionable service and can be crucial for maintaining pension continuity when transitioning to another EPFO-covered employer.

Who Qualifies to Use Form 10C?

Eligibility for Form 10C depends on a member's age and length of service. Key categories include:

  • Members Resigning Before 10 Years of Service: Individuals who leave their employment before completing a full decade of service can utilize Form 10C to claim their eligible EPS withdrawal benefits.
  • Members Turning 58 Without 10 Years of Service: Those who reach the age of 58 but have not accumulated 10 years of pensionable service are also eligible to claim withdrawal benefits through this form.
  • Members Aged 50-58 with 10+ Years of Service: If a member has completed 10 years of service before turning 50, they may be eligible to apply for a scheme certificate using Form 10C, allowing them to defer pension claims until a later date or transfer service.
  • Legal Heirs in Case of Death: If a deceased member was 58 or older and had not completed 10 years of service, their legal heir or nominee can apply for withdrawal benefits.

Benefits Provided by Form 10C

Form 10C offers several critical benefits for EPFO members:

  • EPS Withdrawal Benefits: The primary advantage is the ability to claim eligible EPS withdrawal amounts when a member has not completed the requisite service period for a full pension.
  • Scheme Certificate: This certificate allows a member to preserve and carry forward their accumulated pensionable service when moving between employers covered by EPFO, ensuring continuity and preventing loss of service period.
  • Refund of Employer's Contribution: In eligible situations, members can receive a refund of the pension component contributed by their employer.

  • Death certificate, if the claim is being made on behalf of a deceased member.
  • Succession certificate for legal heirs, where applicable.
  • A revenue stamp of Re. 1, if withdrawal benefits are claimed through a bank.

Offline Application and Certification

For offline submissions, Form 10C typically requires certification from the employer. However, if the previous organization has ceased operations or its authorized signatory is unavailable, certification can be obtained from specific designated officials. These may include:

  • A Gazetted Officer
  • A Magistrate
  • A Postmaster or Sub-Postmaster
  • The Manager of the member's savings bank account
  • Certain elected representatives
  • Officials of the EPF organization itself
  • The Head of a recognized educational institution

It is always advisable for members to verify their eligibility and check the latest EPFO requirements before submitting any claim, as the applicable benefits are contingent on factors such as age, service period, and the circumstances surrounding the termination of employment.
