This move, initiated by the Department of Personnel and Training (DoPT) through an Office Memorandum (O.M.) dated June 30, 2026, aims to resolve ambiguities present in a previous order from April 25, 2024.
The DoPT's corrigendum primarily addresses the method of claiming Hostel Subsidy, ensuring that reimbursement is tied to actual expenditure up to a prescribed limit, rather than being a fixed amount irrespective of costs incurred. The allowance rates themselves remain unchanged from their revision effective January 1, 2024, when Dearness Allowance (DA) reached 50%.
Understanding the CEA and Hostel Subsidy Rules
For Children Education Allowance (CEA), the reimbursement continues to be a fixed amount of ₹2,812.50 per month per child. This sum is provided regardless of the actual educational expenses an employee incurs.
The key change lies in the Hostel Subsidy reimbursement. Employees are now eligible to claim either ₹8,437.50 per month per child or the actual expenditure on boarding and lodging, whichever is lower. This update explicitly replaces earlier language that suggested Hostel Subsidy would also be a fixed amount, clarifying that the reimbursement cannot exceed the actual expenses paid by the employee, even if those expenses are below the ceiling.
Impact on Central Government Employees
This clarification primarily affects Central government employees claiming Hostel Subsidy. For instance, if an employee's monthly hostel expenditure is ₹6,500, the reimbursement will be capped at ₹6,500. If the expenditure is ₹9,000, the reimbursement will be limited to the ceiling of ₹8,437.50. The corrigendum ensures transparency and prevents claims for amounts higher than actual costs.
Other related allowances, which became effective from January 1, 2024, due to the DA increase, also remain unchanged:
- CEA for Divyang children: ₹5,625 per month per child
- Special Allowance for Child Care for women with disabilities: ₹3,750 per month
The original revision of these allowances in April 2024 was triggered by an automatic enhancement mechanism: limits increase by 25% when Dearness Allowance reaches 50% on the revised pay structure. The latest corrigendum merely refines the reimbursement methodology for Hostel Subsidy and does not introduce new rates or alter eligibility criteria.
