S. Krishnan, Secretary of the Ministry of Electronics and Information Technology (MeitY), has articulated India's evolving stance on artificial intelligence, acknowledging the technology's potential for existential threats while stressing its crucial role in national productivity. Speaking at Semicon 2.0, Krishnan highlighted that while advanced AI systems capable of self-improvement and system breaches are a global concern, India cannot afford to overlook the transformative benefits AI offers across various sectors.
Balancing Risk and Reward in AI Development
“The existential threat that AI poses is something that people recognise,” Krishnan stated, referring to the work being done in Frontier AI labs. However, he quickly pivoted to the broader applications of AI, emphasizing its capacity to significantly enhance productivity. He pointed to key areas such as manufacturing, healthcare, and governance as prime examples where AI could drive substantial development and efficiency gains. “We need to reap those benefits,” he added, underscoring the imperative for India to integrate AI into its economic and social fabric.
India Reconsiders AI Regulation
Krishnan revealed that the Indian government's position on AI regulation is actively evolving. While previously considering it premature to regulate AI, the Ministry is now seriously examining the need for comprehensive frameworks. “The Minister has gone on record and said that maybe the time has come to look at AI regulations seriously,” Krishnan noted. This shift indicates a growing recognition within the government that as AI adoption expands and more capable systems emerge, a robust regulatory approach is becoming essential.
The Call for Coordinated AI Governance
Beyond national policies, Krishnan also advocated for a coordinated approach to AI governance on an international scale. He stressed the importance of considering regulation at both national and global levels to effectively manage the spread and impact of AI technologies. India is actively participating in international initiatives, such as Pax Silica, providing platforms for discussions on AI and other emerging technologies to foster global collaboration on these critical issues.
