West Bengal Approves 7th Pay Commission: Salary Hikes Await Fitment Factor Announcement

The West Bengal government has approved the implementation of the 7th Pay Commission, signaling a significant salary and pension revision for state employees and retirees. The actual increase hinges on the yet-to-be-announced fitment factor, which will determine the final pay hike.

The West Bengal government has given its approval for the implementation of the 7th Pay Commission, a move anticipated to bring significant salary and pension revisions for lakhs of state government employees and retirees. While the decision addresses a long-standing demand, the actual extent of the pay hike remains conditional on the state's announcement of a crucial "fitment factor."

7th Pay Commission Approved: What It Means

The approval, announced after a cabinet meeting chaired by Chief Minister Suvendu Adhikari, paves the way for a new pay structure across various government departments. State Minister for Women & Child Development and Social Welfare Agnimitra Paul confirmed the proposal's clearance. This revision aims to update the compensation framework for government staff, aligning it with contemporary economic standards.

The Critical Role of the Fitment Factor

Central to the revised salary structure is the fitment factor, a multiplier applied to the existing basic pay to determine the new basic pay under the 7th Pay Commission. The West Bengal government has yet to declare this specific multiplier. For context, the state's previous 6th Pay Commission, notified in September 2019, utilized a fitment factor of 2.57, with arrears paid from January 1, 2016.

Currently, the state follows a multi-level salary structure, with entry basic pay starting at Rs 17,000 and extending up to Rs 1.28 lakh for higher grades.

Illustrative Salary Hike Scenarios

While the definitive fitment factor is awaited, estimates provide insight into potential salary increases under different scenarios:

  • For entry-level employees (Level 1) with Rs 17,000 basic pay:
    • With a 2.0 fitment factor: Salary could rise to Rs 34,000.
    • With a 2.25 fitment factor: Salary could rise to Rs 38,250.
    • With a 2.5 fitment factor: Salary could rise to Rs 42,500.
  • For employees in Level 10 with Rs 32,100 basic pay:
    • With a 2.0 fitment factor: Salary could rise to Rs 64,200.
    • With a 2.25 fitment factor: Salary could rise to Rs 72,225.
    • With a 2.5 fitment factor: Salary could rise to Rs 80,250.
  • For Level 20 employees with Rs 84,500 basic pay:
    • With a 2.0 fitment factor: Salary could reach Rs 1.69 lakh.
    • With a 2.25 fitment factor: Salary could reach Rs 1.90 lakh.
    • With a 2.5 fitment factor: Salary could reach Rs 2.11 lakh.
  • For top-level employees (Level 24) currently at Rs 1.28 lakh basic pay:
    • Under an estimated 2.5-factor calculation, salaries could potentially exceed Rs 3.22 lakh.

Other Cabinet Decisions

Alongside the pay commission approval, the state cabinet also greenlit several other initiatives. These include the proposed Annapurna Bhandar scheme, which will link with existing Lakshmir Bhandar beneficiaries and allow new applicants to register soon. Additionally, the cabinet approved free travel for women on state-run buses starting June 1 and decided to discontinue religion-based welfare assistance programs from next month.

For West Bengal's government employees and pensioners, however, the primary focus remains on the upcoming announcement of the fitment factor, which will ultimately determine the final salary and pension revisions.
