West Bengal Announces 20% DA Hike for State Employees, Narrows Gap with Centre

The West Bengal government has announced a 20% dearness allowance (DA) and dearness relief (DR) hike for state employees and pensioners, effective October 1, 2026. This move brings the effective DA to 38% and significantly narrows the pay gap with central government staff.

The West Bengal government, in its inaugural budget under the new administration, has declared a substantial 20% increase in dearness allowance (DA) and dearness relief (DR) for its state government employees and pensioners. This significant decision, effective from October 1, 2026, aims to address long-standing demands for pay parity.

Boost for State Employees and Pensioners

With this hike, the effective DA and DR for beneficiaries will reach 38% of their basic salary. This measure is expected to provide a major financial boost to lakhs of state employees and pensioners across West Bengal. Crucially, it narrows the existing disparity in allowances, reducing the gap with central government employees by 22 percentage points, down from a previous 42 percentage points.

The issue of DA parity has been a persistent concern among state government employee unions. They have consistently advocated for benefits comparable to those enjoyed by their counterparts under the central government, who operate under the 7th Central Pay Commission, while West Bengal employees remain under the older 5th and 6th Pay Commission frameworks.

Future Pay Commission Recommendations and Welfare Initiatives

Beyond the immediate DA hike, there are indications of further relief for state employees. Bhaskar Ghosh, convenor of the Joint Struggle Forum of State Government Employees, stated that Chief Minister Suvendu Adhikari has committed to implementing the recommendations of the 7th Pay Commission from January 2027. Discussions regarding pay disparities, including those affecting temporary workers, have also taken place, with a framework for ongoing consultations between the administration and employee organizations currently being developed.

The maiden budget also introduced several other significant welfare and employment initiatives:

  • Job Creation: Plans to fill one lakh vacancies across various government departments, enhancing public services and generating employment.
  • Annapurna Yojana: A substantial allocation of ₹36,000 crore for this financial assistance scheme, specifically targeting women.
  • Women's Free Bus Travel: ₹550 crore earmarked for a free bus travel scheme for women, complemented by the introduction of a 'Pink Card' to further enhance benefits for female commuters.

These initiatives collectively signal the new government's intent to address employee concerns while simultaneously expanding social welfare programs and creating employment opportunities throughout the state.
