Uttar Pradesh has achieved a significant milestone, becoming India's largest highway toll revenue generator. The state collected an impressive ₹8,862.12 crore in user fees from National Highways and Expressways during the 2025-26 fiscal year, according to data presented by the Centre in Parliament.
The figures, shared by Road Transport and Highways Minister Nitin Gadkari in a written reply to the Rajya Sabha, highlight Uttar Pradesh's remarkable growth in infrastructure and its financial impact. This collection positions UP ahead of other states that have historically led in highway toll revenue.
Top Performing States in Toll Collection
While Uttar Pradesh led the pack, other states also reported substantial collections, reflecting the overall expansion and increased traffic on India's road network:
- Rajasthan: ₹7,317.51 crore
- Maharashtra: ₹7,053.71 crore
- Gujarat: ₹6,352.38 crore
- Karnataka: ₹4,779.37 crore
The consistent growth in highway traffic and the ongoing development of road infrastructure across the country contribute to these robust toll collections.
Factors Behind Uttar Pradesh's Surge
The surge in Uttar Pradesh's highway toll revenue is largely attributed to the rapid expansion of its National Highway and expressway network over recent years. The state now boasts 141 operational toll plazas, ranking second nationally only to Rajasthan, which has 172. This extensive network facilitates greater traffic flow and, consequently, higher user fee collections.
National Toll Revenue Trends
Nationally, toll collections on National Highways and Expressways have continued their upward trajectory. The total user fee collections rose from ₹61,408.15 crore in 2024-25 to a record ₹70,278.18 crore in 2025-26. This includes ₹1,795.18 crore generated through the Annual Pass scheme, which was introduced for private vehicles, further boosting the government's total receipts.
