SEBI Chairman Pandey: India's Capital Markets to Be More Accessible, Efficient, Resilient

· · 2 min read

SEBI Chairman Tuhin Kanta Pandey outlined the regulator's strategy to enhance India's capital markets. The focus includes expanding access, simplifying fundraising processes, and strengthening investor protection amidst significant market growth.

KOLKATA – The Securities and Exchange Board of India (SEBI) is actively working to make India's capital markets more accessible, efficient, and resilient, according to Chairman Tuhin Kanta Pandey. Speaking at the Bharat Chamber of Commerce Investors Forum, Pandey emphasized a comprehensive approach to facilitate capital formation and safeguard investor interests.

Significant Market Expansion and Regional Growth

Pandey highlighted the substantial growth of India's capital markets over the past decade. Companies have collectively raised an average of more than ₹10 lakh crore annually through equity and debt issuances, demonstrating robust capital formation.

The SEBI Chairman also pointed to increasing participation beyond traditional financial hubs. West Bengal, for instance, has seen its investor base surge from approximately 1.2 million in FY15 to over 9 million currently. Notably, about 36% of these new investors are under 30 years old, indicating a growing interest among younger demographics.

Furthermore, West Bengal contributes significantly to the national market, with 379 listed companies headquartered in the state. Over 40 Micro, Small, and Medium Enterprises (MSMEs) from the region have collectively raised more than ₹1,400 crore through SME Initial Public Offerings (IPOs), showcasing the market's support for smaller businesses.

Streamlining Fundraising and Easing Compliance

SEBI has implemented several measures aimed at reducing compliance burdens and lowering fundraising costs for companies. These initiatives include:

  • Streamlining IPO procedures.
  • Reducing timelines for rights issues and public issues.
  • Rationalizing listing requirements for large issuers.
  • Permitting certain employee stock options post-listing under specified conditions.
  • Enabling the issuance of debt securities with lower face values.
  • Relaxing mandatory merchant banking requirements for eligible private placements.

These reforms are designed to make capital markets more attractive and less complex for businesses seeking to raise funds, thereby fostering economic growth.

Prioritizing Investor Protection Through Education

While facilitating capital formation and easing business operations, SEBI maintains a strong focus on investor protection. Pandey underscored the critical role of financial education and awareness, describing informed investors as the primary line of defense against market risks and potential misconduct.

He articulated that the true measure of world-class capital markets extends beyond mere market capitalization, trading volumes, or transaction speed. Instead, it lies in the markets' effectiveness in connecting savings with productive investments, supporting businesses in raising capital, and creating opportunities for investors to actively participate in the nation's economic progress.
