RBI Mandates Uniform FD Rates for Small Finance Banks from Oct 1, 2026

The Reserve Bank of India (RBI) has directed small finance banks (SFBs) to offer identical interest rates on retail fixed deposits of the same tenure and amount across all branches starting October 1, 2026. This move aims to enhance transparency and ensure fair treatment for all depositors.

The Reserve Bank of India (RBI) has announced new regulations for small finance banks (SFBs), mandating them to implement uniform interest rates for identical retail fixed deposits across all their branches. Effective October 1, 2026, this directive aims to significantly boost transparency, eliminate arbitrary pricing, and ensure equitable treatment for all depositors.

Ensuring Fairness and Transparency in Retail Deposits

Under the new framework, outlined in the Reserve Bank of India (Small Finance Banks – Interest Rate on Deposits) Second Amendment Directions, 2026, SFBs can no longer differentiate interest rates for the same category of retail deposit simply based on the customer's branch visit or their existing relationship with the bank. This means if two customers invest the same amount for the same tenure on the same day, they must receive the identical interest rate.

The central bank emphasizes that deposit interest rates must be consistent across all branches and customer interactions. This crucial change is expected to foster greater confidence among retail investors by making fixed deposit pricing more predictable and straightforward. It prevents scenarios where depositors might receive varying returns despite investing under identical conditions.

Advance Disclosure and Bulk Deposit Flexibility

To further reinforce transparency, SFBs are now required to publish their deposit interest rate schedules in advance. The interest rates offered on both regular and bulk deposits must align precisely with the rates prominently displayed on the bank's official website. This measure will empower customers to easily compare fixed deposit offerings across different banks and reduce any ambiguity regarding their expected returns.

The revised directions also introduce stricter disclosure requirements for bulk deposits. Small finance banks must publish the applicable interest rates for bulk deposits on their websites every business day by 10:00 a.m., allowing a 10-minute grace period for updates.

What Constitutes a Bulk Deposit?

For regulatory purposes, a bulk deposit is defined as a single rupee term deposit of ₹3 crore or more for both scheduled commercial banks and small finance banks.

While the RBI has standardized pricing for retail deposits, it maintains flexibility for bulk deposits. Banks are permitted to offer different interest rates on these larger deposits, provided their pricing policy is clearly defined and disclosed beforehand. This variation can be based on factors such as deposit stability, liquidity management requirements, and other prudential considerations within the RBI's regulatory framework. Similar flexibility applies to eligible bulk deposits accepted from non-resident customers.

Impact for Fixed Deposit Investors

The amended directions, set to take effect on October 1, 2026, signify a significant step towards enhanced consumer protection. By mandating advance disclosure of interest rates, uniform pricing for retail deposits, and transparent policies for bulk deposits, the RBI aims to strengthen the integrity of the deposit market.

For fixed deposit investors, these changes mean an end to concerns about receiving a lower interest rate than another customer for an identical deposit within the same bank. The new framework will simplify the process of comparing FD offerings across small finance banks, ensuring greater consistency and clarity, and ultimately guaranteeing that identical deposits yield identical returns regardless of where they are opened.
