RBI Mandates Uniform Deposit Rates, Grants Banks Flexibility for Bulk Deposits

The Reserve Bank of India (RBI) has issued new guidelines mandating uniform interest rates on all deposits while granting banks flexibility for bulk deposits. This allows differential rates based on liquidity risk under the LCR framework, effective October 1, 2026.

RBI Amends Deposit Interest Rate Framework

The Reserve Bank of India (RBI) has issued new, comprehensive directions regarding interest rates on deposits, mandating uniformity across all branches and customers. This move aims to ensure fairness and transparency in banking operations, preventing discriminatory practices in interest payments for deposits of similar amounts accepted on the same date.

Flexibility for Bulk Deposits Introduced

While emphasizing uniform rates for most deposits, the RBI has introduced a significant concession for bulk deposits. Banks now have the freedom to offer differential interest rates on these larger deposits. This flexibility is tied to the 'run-off rate' under the Liquidity Coverage Ratio (LCR) framework, as specified in the RBI’s asset liability management guidelines.

Understanding the LCR Framework and Run-off Rates

The LCR framework requires banks to maintain a sufficient stock of high-quality liquid assets to cover potential cash outflows during a period of financial stress. The 'run-off factor' is an estimated percentage of deposits that could be withdrawn by depositors in such a scenario. By linking bulk deposit rates to these differential run-off rates, the RBI acknowledges the varying liquidity risks associated with different types of large deposits.

Transparency and Implementation Timeline

To maintain transparency, banks are required to disclose their schedule of interest rates on deposits, including bulk deposits, in advance on their official website. Specifically, interest rates for bulk deposits must be updated and disclosed by 10:10 AM on each business day, with the rates effective from 10:00 AM.

These amended directions by the central bank are set to come into effect from October 1, 2026.

Context: Recent Scrutiny on Deposit Practices

The RBI's amendments follow recent scrutiny over certain deposit-related practices within the banking sector. Notably, these directions emerge shortly after HDFC Bank faced an internal review and subsequently fined top officials concerning arrangements for garnering deposits from the Maharashtra State Road Development Corporation (MSRDC) in 2017 and 2021. The review investigated allegations of higher interest payments disguised as marketing expenses, though the bank concluded it was "business overreach" rather than malicious intent.
