A recent procurement order from Pakistan’s Ministry of Defence to US defense technology firm Powerus, coupled with a strategic Memorandum of Understanding (MoU) on unmanned and autonomous defense technologies, marks a significant development in regional security. This agreement could pave the way for broader cooperation in drone systems, counter-drone measures, and potentially local manufacturing in Pakistan.
The deal's timing is critical, coming shortly after Pakistan military spokesman Lieutenant General Ahmed Sharif Chaudhry publicly acknowledged India's military capabilities. It also follows "Operation Sindoor" in May 2025, an event that underscored the increasing role of drones in the India-Pakistan security equation.
The Powerus Agreement and Its Implications
Powerus, known for developing autonomous and unmanned systems as well as drone interceptors, has not disclosed the precise details or size of Pakistan’s initial order. However, the strategic MoU holds greater long-term significance. Reports suggest the potential for localization and manufacturing within Pakistan, which could foster a comprehensive unmanned warfare ecosystem rather than just a one-off acquisition.
For India, the concern extends beyond the number of drones Pakistan acquires. The primary challenge lies in Islamabad's potential development of greater capacity to domestically manufacture, maintain, and adapt both unmanned aerial systems (UAS) and counter-UAS technologies.
The Economic Challenge of Drone Warfare
Drone warfare also presents a distinct economic dilemma. A relatively inexpensive attacking drone can compel a defender to deploy considerably more costly interceptors or missiles. This cost imbalance highlights the growing importance of layered, cost-effective counter-UAS systems for modern defense strategies.
Pakistan’s Stance on Military Capabilities
Lieutenant General Sharif’s comments, acknowledging India’s military strength while emphasizing Pakistan’s focus on defensive capabilities and a disinterest in an arms race, add another dimension to the situation. His remarks coincide with India's continued expansion of its indigenous missile and air-defense capabilities.
India’s Robust Defense Modernization
India's defense allocation for 2026-27 stands at ₹7.85 lakh crore, with approximately ₹2.19 lakh crore earmarked for capital expenditure in modernization and procurement. The nation is also actively boosting domestic production of missiles and transferring technologies developed by the DRDO (Defence Research and Development Organisation) to its industrial base.
A notable development in India's changing air-defense landscape is the indigenous Kusha long-range surface-to-air missile program. The DRDO conducted its maiden flight test in July 2026, with the system designed to counter threats including aircraft, missiles, and UAVs. India’s broader air-defense architecture incorporates established systems such as Akash, Akash-NG, QRSAM, VSHORADS, MRSAM, and the S-400.
Lessons from Operation Sindoor
Operation Sindoor in May 2025 provided a stark demonstration of evolving drone threats. During this period, Pakistan attempted drone intrusions at 36 locations stretching from Leh to Sir Creek, involving an estimated 300-400 drones. Indian forces successfully employed both kinetic and non-kinetic measures to neutralize these threats, including bringing down an armed UAV targeting the Bathinda military station.
The wide geographical spread of these attacks highlighted drones' capability to probe and potentially overwhelm air-defense networks. India subsequently emphasized its Integrated Counter-UAS Grid and layered air-defense architecture, which includes systems like Akash, Pechora, OSA-AK, and low-level air-defense guns. This episode underscored that modern warfare requires combining sensors, electronic warfare, guns, and missiles to detect and neutralize numerous, relatively inexpensive drones.
India’s Next Challenge: Drones and Counter-Drones
Operation Sindoor confirmed that the contemporary contest is no longer limited to fighter aircraft and conventional missiles. Drones can perform surveillance, carry weapons, act as decoys, or function as loitering munitions, often deployed in large numbers. Effective counter-UAS systems must swiftly detect, classify, and neutralize these threats, frequently under saturation conditions.
This necessitates advanced radar and electro-optical sensors, sophisticated electronic warfare capabilities, precise weaponry, surface-to-air missiles, interceptor drones, and integrated command-and-control systems. India also faces the imperative to expand its own unmanned capabilities while simultaneously enhancing its ability to defeat hostile systems. Technologies such as AI, autonomous navigation, electronic warfare, secure communications, and real-time sensor fusion are becoming integral to this evolving battlefield.
While Pakistan’s Powerus arrangement does not, by itself, represent an immediate major shift in Islamabad’s military capabilities—given the undisclosed initial order and the MoU's framework nature—it signifies a long-term strategic direction that India must actively counter.
