NCR States Poised to Waive Road Tax on New Clean Fuel Trucks & Buses

Delhi, Haryana, Uttar Pradesh, and Rajasthan are expected to waive road tax for buyers replacing old heavy commercial vehicles with cleaner alternatives. This incentive is part of the Centre's 'Parivartan' initiative to promote cleaner freight mobility across the region.

The National Capital Region (NCR) states, including Delhi, Haryana, Uttar Pradesh, and Rajasthan, are anticipated to soon announce a complete waiver of road tax for commercial vehicle owners. This move targets those replacing their older, more polluting heavy commercial vehicles with new models powered by cleaner fuels under the recently approved vehicle scrappage program.

Boosting Clean Freight Mobility in NCR

Mahmood Ahmed, Additional Secretary at the Road Transport and Highways Ministry, confirmed that discussions with the four state governments have concluded, with official notifications expected in the coming days or weeks. The initiative aims to modernize the commercial vehicle fleet and reduce emissions in the NCR.

The proposed tax exemption is specifically for buyers who scrap pre-BS VI trucks and buses and subsequently purchase new, cleaner-fuel alternatives. This forms a core component of the Centre’s 'Parivartan' initiative, a Union Cabinet-approved program designed to accelerate the replacement of aging and polluting commercial vehicles nationwide.

Manufacturer Support and Local Engagement

Vehicle manufacturers are also playing a crucial role, offering approximately 8% discounts on the ex-showroom prices of eligible new commercial vehicles. To ensure broad participation, the ministry is actively engaging with district administrations across the NCR. Around 35-37 district collectors and lead bank coordinators have been tasked with directly contacting truck and bus owners, encouraging them to utilize the scheme's benefits.

A Multi-Technology Approach to Green Transport

Ahmed emphasized that the government's clean mobility strategy extends beyond just battery-electric vehicles. Policymakers are exploring a variety of technology options to effectively reduce emissions and upgrade the commercial vehicle fleet. "We don’t want to look at just one solution. A bouquet of solutions is the need of the hour, and the customer should ultimately decide," he stated, highlighting the government's preference for incentives over punitive measures to drive adoption.
