Indian households relying on Liquefied Petroleum Gas (LPG) cylinders will face significant changes to refill booking and subsidy eligibility starting November 1, 2026. These updated regulations aim to streamline distribution and ensure that government subsidies reach genuine beneficiaries.
Mandatory 25-Day Refill Gap
A crucial new rule stipulates that LPG customers across India must now observe a 25-day waiting period between successive refill bookings. This applies universally to both rural and urban consumers, including those under the Pradhan Mantri Ujjwala Yojana (PMUY) and general category users. This standard 25-day gap consolidates previous varying limits that had been adjusted several times throughout 2026, ensuring uniformity nationwide.
Aadhaar Biometric Authentication for Subsidy Benefits
To continue receiving LPG subsidy benefits, consumers are now required to complete biometric Aadhaar authentication, or e-KYC. This measure became mandatory for Indian households from October 2026. The primary objective is to eliminate duplicate connections and ineligible beneficiaries, ensuring that subsidised LPG reaches its intended recipients.
For instance, PMUY beneficiaries purchasing a standard 14.2 kg domestic LPG cylinder at market price (e.g., Rs 942 in Delhi) can receive a subsidy of Rs 200-300 directly into their bank account via direct benefit transfer. This subsidy is applicable for up to four LPG refills per year.
How to Complete e-KYC
There are three convenient methods for consumers to complete their biometric Aadhaar authentication:
- During Delivery: The LPG delivery person can facilitate e-KYC using the Oil Marketing Company's (OMC) mobile application at the time of cylinder delivery.
- Distributor Showroom: Consumers can visit their local LPG distributor's showroom to complete the authentication process.
- Self-Service via Apps: Individuals can perform e-KYC themselves using the respective OMC mobile applications. Indane customers can use the IndianOil ONE app, Bharatgas users can access HelloBPCL, and HP Gas customers can utilize the HP PAY app.
Consequences of Non-Compliance
Consumers who do not complete their biometric Aadhaar authentication will still be able to obtain LPG refills. However, they will forfeit their eligibility for subsidy benefits and will be supplied LPG at the applicable market price. The Oil Ministry guidelines also state that unwilling or unable consumers can register their choice through OMC digital channels and will then receive LPG without subsidy. Additionally, 5 kg or 10 kg cylinders may be available, subject to local availability with the OMC, for those opting out of the subsidy program.
