Shares of major Indian sugar producers experienced a significant rally on Thursday, with some stocks climbing as much as 13%. This surge comes as global raw sugar prices have reached a 15-month high, coupled with rising domestic prices driven by tight supplies and anticipated strong festive demand.

Key Drivers Behind the Sugar Stock Rally

The upward movement in Indian sugar stocks is primarily attributed to a confluence of factors. Global raw sugar prices have seen a substantial increase, hitting levels not observed in over a year. Domestically, prices have also risen, reaching approximately Rs 5,400 per quintal, a sharp increase from Rs 4,350 on July 31 to Rs 5,430 on August 20 in Kolhapur, according to NCDEX spot data.

Analysts point to dwindling inventories at sugar mills and overall tight supplies as key contributors to the price hike. With the upcoming festive season expected to boost demand, the market anticipates higher sugar realizations, which are generally positive for mill margins.

Government Intervention and Policy Outlook

Despite the current positive sentiment, the sector faces potential risks from government intervention. A recent Bloomberg report highlighted a food ministry order restricting bulk sugar consumers—those using over 10 tons per month—from holding inventories exceeding 15 days of their requirement. This restriction is set to be in place from September 1 to November 30.

Furthermore, there are discussions within the government about potentially cutting or scrapping the 100% import duty on sugar. This measure, if implemented, would aim to boost local supplies and curb domestic prices that have recently hit record highs. Such a move could impact the margins of domestic producers.

Top Performers in the Sugar Sector

Among the leading gainers on Thursday, Balrampur Chini Mills Ltd. saw its shares jump 12.92 percent to Rs 735 on the BSE. Bajaj Hindusthan Sugar Ltd. also performed strongly, with its shares gaining 10.83 percent to Rs 22.60. Shree Renuka Sugars Ltd. experienced a 6.85 percent rise, closing at Rs 25.90.

Other notable increases included Dhampur Sugar Mills Ltd. advancing 6.61 percent to Rs 188, Dwarikesh Sugar Industries Ltd. climbing 11.95 percent to Rs 54.05, and Simbhaoli Sugars Ltd. rising 4.92 percent to Rs 7.89.

Market Outlook and Future Concerns

The current market conditions, including tight supplies and strong demand, suggest that India might even need to import sugar, especially if the 2026-27 crushing season experiences delays. While higher prices benefit mill margins, the looming possibility of government actions to stabilize domestic prices remains a critical factor for investors to monitor.
