Indian Railways Expands Kavach 4.0 Safety System on Busiest Routes

Indian Railways is deploying Kavach 4.0, its advanced Automatic Train Protection (ATP) system, across 2,633 route kilometers of high-traffic lines like Delhi-Mumbai and Delhi-Howrah. This expansion aims to further reduce train accidents, building on an 88% reduction seen since 2014.

Indian Railways is significantly enhancing its safety infrastructure with the expanded deployment of Kavach 4.0, an indigenously developed Automatic Train Protection (ATP) system. This upgrade targets the nation's busiest corridors, including the Delhi-Mumbai and Delhi-Howrah routes, where Kavach 4.0 has already been implemented over 2,633 route kilometers.

Kavach is designed to assist loco pilots in maintaining prescribed speed limits and can automatically apply brakes to prevent collisions or overshooting signals. Certified at Safety Integrity Level-4 (SIL-4), the system underwent initial field trials with passenger trains in February 2016 and was officially recognized as the national ATP system in July 2020. The latest iteration, Kavach 4.0, received approval from the Research Designs & Standards Organisation (RDSO) on July 16, 2024.

Significant Reduction in Train Accidents

The Ministry of Railways has reported a substantial improvement in safety metrics. Data presented in the Lok Sabha Monsoon Session indicated a remarkable 88% reduction in consequential train accidents, falling from 135 in 2014-15 to just 16 in 2025-26. The consequential accident index also saw a 91% decline, from 0.11 to 0.01 during the same period.

The government attributes this progress to various safety initiatives, with the Kavach system playing a pivotal role. The technology has been rigorously tested, successfully operating at speeds of 160 kmph on the Chipyana Buzurg-Tundla route using a Vande Bharat trainset, demonstrating its capability on high-speed sections.

Investment in Railway Safety and Infrastructure

Accompanying the Kavach rollout is a substantial increase in safety-related expenditure by Indian Railways. The budget allocated for safety activities has surged by approximately 207%, from ₹39,200 crore in 2013-14 to an estimated ₹1,20,389 crore in 2026-27. This broader safety push encompasses improvements in signaling, track infrastructure, level-crossing upgrades, and the extensive deployment of Kavach.

Implementing Kavach requires significant on-ground infrastructure, including trackside components such as RFID tags, telecom towers, optical fiber networks, and station-based Kavach installations. Furthermore, extensive training programs have been conducted, with over 94,000 technicians, operators, and engineers, including approximately 57,000 loco pilots and assistant loco pilots, trained in Kavach technology. The focus remains on scaling this automated protection system across critical, high-density sections of the Indian railway network, with requisite funds being made available as work progresses.
