India Rejects Elon Musk's Starlink 'Blocking' Claim, Cites Equal Satcom Rules

The Indian government has dismissed Elon Musk's allegations that Starlink faces regulatory hurdles due to "oligarchs," asserting that all satellite communication providers must adhere to the same approval and security protocols. Three licensed operators are currently undergoing security assessments.

India Rejects Starlink Blocking Claims

The Indian government has firmly rebutted allegations that its regulatory framework is being used to obstruct satellite broadband provider Starlink. Responding to claims made by SpaceX CEO Elon Musk, officials asserted on October 8, 2026, that all licensed satellite communication operators are subject to the same approval processes and stringent security requirements.

Musk's Allegations of "Oligarch" Interference

Earlier, Elon Musk took to social media platform X, alleging that Starlink was being "blocked by certain oligarchs" in India. He claimed this was an attempt to maintain a "monopolistic chokehold on the Indian people," describing the alleged hurdles as "a crime against the people of India." Musk's comments followed public discussions about accelerating Starlink's approvals to address rural connectivity gaps.

Fair and Non-Discriminatory Framework

In response, the Ministry of Communications issued a statement dismissing suggestions of an unfair or discriminatory regulatory environment as "baseless and misconceived." The ministry highlighted that India has established a transparent and non-discriminatory authorization framework applicable to all telecommunications services, including satellite communications.

Currently, licences have been granted to three Global Mobile Personal Communication by Satellite (GMPCS) service providers utilizing non-geostationary satellite constellations. Under these licence terms, each operator must demonstrate full compliance with security conditions before progressing to subsequent stages of the regulatory process.

Security Assessments Underway

"Security assessment as part of this process is currently under way in respect of all the three licensees," the ministry confirmed. It further clarified that spectrum assignment can only be sought after the completion of this crucial security assessment. "At present, all the three entities are at broadly the same regulatory stage," the statement added, reinforcing the government's position.

This official response underscores New Delhi's stance that adherence to security compliance, rather than any preferential treatment or competitive considerations, is the primary determinant for the pace of approvals for satellite communication services across the country.
