The scenic coastal state of Goa is embarking on a significant economic transformation, shifting its focus beyond its traditional tourism stronghold to foster a vibrant startup and technology ecosystem. This strategic pivot, championed by IT and Tourism Minister Rohan Khaunte, aims to create new, sustainable growth engines for the state's economy.
The "Work From Goa" Vision
Minister Khaunte, speaking at the Goa Shackathon event, elaborated on the state's new strategy centered around the "Work From Goa" model. This initiative seeks to blend Goa's unique lifestyle with technological innovation, inviting startup founders, AI professionals, designers, and digital nomads to establish their base in the state. The goal is to offer a high quality of life outside the congested urban centers like Bengaluru and Hyderabad, while actively building new economic verticals.
While tourism will always remain a core industry, the state acknowledges the necessity of economic diversification. Khaunte highlighted that relying on a single sector is unsustainable, especially after the decline of mining, which was once a major contributor to the state's revenue.
Nurturing a Growing Startup Ecosystem
Goa, despite being the smallest state in India, already boasts nearly 800 DPIIT-recognised startups, with over 250 led by women entrepreneurs. Innovators in Goa are developing patents for emerging technologies such as drones and air taxis, targeting global markets. The state is actively supporting this growth through various policies, innovation hubs, and institutional backing.
Several entrepreneurs and companies have already recognized Goa's potential. Examples include Wakao Foods, headquartered in Goa, and founders like Pranay Gupta of 91Springboard and Mohit Dubey of Chalo, who have expanded operations or relocated. Aerospace startup Sarla Aviation has also established its R&D base in Goa following a Memorandum of Understanding with the state government.
Policy and Infrastructure Development
To further strengthen its appeal as an innovation hub, Goa is preparing to finalize its Artificial Intelligence (AI) policy by June-end, positioning itself as one of the pioneering states in formalizing an AI framework. This policy has been developed through extensive consultations with industry and academia, ensuring a collaborative and relevant approach.
Beyond technology, the state is also broadening its tourism offerings to include spirituality, sports, heritage, culinary, and adventure tourism. Concurrently, efforts are underway to enhance infrastructure for long-stay tourism and digital nomads, including promoting homestays, co-working spaces, and rural tourism initiatives. The government is collaborating with platforms like Airbnb to create suitable amenities for extended visits.
Sustainable Growth and Future Outlook
Minister Khaunte emphasized that Goa is not aiming to become a mass-scale technology hub akin to Bengaluru or Hyderabad. Instead, the focus is on achieving "sustainable models" of growth that do not overburden existing infrastructure or compromise the local culture and quality of life. The state seeks to attract the "right people" – startups, creative communities, and Industry 4.0 innovators – who can contribute meaningfully to its unique environment.
While the vision for a startup-led economy is gaining momentum, continued efforts are required in infrastructure development, attracting private capital, and sustained policy support. Improving digital connectivity and remote-working infrastructure remains a priority, with the government committed to providing high-speed internet and necessary support for remote workers in the coming seasons.
