Maharashtra Chief Minister Devendra Fadnavis has announced a significant milestone for the ambitious Dharavi Redevelopment Project, confirming that the first 10,000 rehabilitation homes are slated for completion within the next 18 months. This marks a crucial step in what is widely considered one of the world's largest urban renewal initiatives, aimed at transforming the sprawling Mumbai slum into a modern, integrated township.
Dharavi: More Than Just Housing
Speaking in the Maharashtra Assembly, CM Fadnavis emphasized that the project's vision extends beyond merely replacing informal settlements with apartments. Instead, the redevelopment seeks to cultivate Dharavi into a vibrant economic hub. "Dharavi is not merely a housing project; it is our growth engine, our economic engine," Fadnavis stated.
The comprehensive plan includes dedicated infrastructure to support and integrate Dharavi's renowned micro-industries, such as leather goods, pottery, and food processing, into the formal economy. To facilitate this transition, the state has proposed a five-year Goods and Services Tax (GST) exemption for these businesses once they formalize their operations.
Navigating Complexities and Prioritizing Construction
Authorities acknowledge the inherent challenges in redeveloping the dense urban area. Fadnavis highlighted that despite its vast appearance, only 104 hectares of Dharavi are buildable land. This limitation necessitates the construction of approximately 95 million square feet of rehabilitation housing before the development of around 130 million square feet of saleable real estate can proceed, making precise construction sequencing vital for success.
The government has opted to prioritize tangible progress over ceremonial events. Rather than a traditional groundbreaking (bhoomi pujan), officials plan a "key-handover ceremony" for the 10,000 residents once their new homes are ready, potentially by the Prime Minister.
Eligibility and Future Homes
The project aims to rehabilitate, redevelop, and resettle nearly 1.6 lakh residential, commercial, and industrial units. Residents deemed eligible before the year 2000 will receive a 350-square-foot home within Dharavi at no cost. For those eligible between 2000 and 2011, homes will also be provided within Dharavi, requiring a payment of ₹2.5 lakh, following adjustments made to address earlier legal issues regarding cut-off dates. Fadnavis assured that "Every single eligible person, 100% of the eligible residents of Dharavi, will receive a home within Dharavi."
Project Execution and Vision
The Adani Group secured the bid for the Dharavi Redevelopment Project in November 2022, committing an initial investment of ₹5,069 crore. The project is being executed by Navbharat Mega Developers Private Limited (NMDPL), a joint venture formed between the Maharashtra government and the Adani Group. This massive undertaking is envisioned as a significant step towards achieving a "slum-free Mumbai" and redefining urban living in one of Asia's largest informal settlements.
