Bharat Petroleum Corporation (BPCL), India's state-owned oil refiner, has made a notable move by purchasing around 1 million barrels of Iraqi crude, marking its first such acquisition in the current financial year. The significant aspect of this deal is BPCL's decision to transport the crude through the Strait of Hormuz, a waterway known for its geopolitical complexities and shipping challenges.
Navigating the Strait of Hormuz
The Strait of Hormuz, a critical chokepoint for global oil shipments, presents considerable risks that have deterred many Indian refiners from sourcing crude from deep within the Persian Gulf. BPCL, however, has opted to take on this risk, hiring a tanker specifically for this purpose.
Vetsa Ramakrishna Gupta, BPCL's Director Finance, confirmed the purchase and the chosen route. He stated that the hired tanker has already successfully transited the Strait of Hormuz.
The 'Shuttling' Strategy
To mitigate some of the inherent risks, BPCL is employing a strategy known as 'shuttling'. This involves transferring the crude from the initial tanker, which navigated the Strait of Hormuz, to another vessel near Fujairah in the Gulf of Oman. This second tanker will then complete the journey to India. This method is already utilized by major oil producers like Saudi Arabia and the UAE for moving large volumes through the strait.
Attracting Buyers with Discounts
Iraq, once India's second-largest oil supplier, has been offering attractive discounts to refiners and traders amidst disruptions in West Asia. These competitive prices have made the risks associated with crossing the narrow waterway commercially viable for some buyers, including BPCL.
Gupta emphasized BPCL's proactive approach:
"We are exploring all commercially available crude."He also noted that BPCL's refineries possess the capacity to process up to 2 million barrels of Iraqi crude monthly. The success of this initial shipment could pave the way for future crude imports from sources like SOMO (Iraq's State Oil Marketing Organization) and others accessible via this route.
