New regulations effective October 1, 2026, will require all domestic LPG consumers to complete Biometric Aadhaar Authentication (BAA) to receive subsidized gas cylinder refills. This measure aims to streamline the distribution of subsidies and prevent the diversion of cylinders intended for households.
The government states that 89.9% of active domestic LPG consumers, totaling 27.43 crore individuals, have already completed their BAA as of September 19. These consumers will experience no change and can continue booking refills as usual. However, the remaining consumers must complete the authentication process to access LPG at the regulated Retail Selling Price (RSP) with the applicable subsidy.
Why the Change?
The mandate for LPG Aadhaar authentication is a strategic move by the government to ensure that subsidies reach only genuine and eligible households. By linking LPG connections to Aadhaar-authenticated users, authorities can prevent the misuse of subsidized cylinders for commercial or industrial purposes and eliminate duplicate or ineligible connections.
Domestic LPG is sold below its cost, resulting in significant under-recoveries for Oil Marketing Companies (OMCs). The implicit subsidy stood at approximately ₹210 per 14.2-kg cylinder in September 2026, with accumulated under-recoveries exceeding ₹62,000 crore by August 31, 2026. Targeted delivery of subsidies is crucial to manage these financial burdens.
How to Complete Aadhaar Authentication
Consumers have several convenient options to complete their Biometric Aadhaar Authentication:
- During Delivery: The LPG delivery person can facilitate the authentication process using the OMC mobile application at the time of delivery.
- At Distributor Showroom: Consumers can visit their local LPG distributor's showroom to complete the necessary authentication.
- Self e-KYC: An option for self-authentication from home is available through the respective OMC mobile applications. For example, Indane customers can use IndianOil ONE, Bharatgas customers can use HelloBPCL, and HP Gas customers can use HP PAY. Video tutorials are also available on the PMUY portal.
What if Authentication is Not Completed?
Consumers who are unwilling or unable to complete the biometric authentication will still be able to receive LPG cylinders. However, they must register their choice through their OMC's digital channels, such as the consumer web portal, mobile app, WhatsApp chatbot, or IVRS. These consumers will receive LPG at the applicable market price without any subsidy, typically in 5 kg or 10 kg cylinders, subject to local availability.
