The United Nations Environment Programme (UNEP) has issued a stark warning: the planet is on the brink of crossing the crucial 1.5°C global warming threshold in the coming years. This impending breach poses significant threats to communities, natural ecosystems, and global economies, according to UNEP's new report, “Limiting Overshoot – Navigating exceedance of 1.5°C and pathways towards return.”
The Critical 1.5°C Threshold
The 1.5°C target, a cornerstone of the Paris Agreement, represents a limit beyond which climate risks are understood to escalate dramatically. While exceeding this threshold does not signify an immediate, irreversible catastrophe, UNEP emphasizes that every additional fraction of a degree warming intensifies dangers. The report's most optimistic scenario projects global warming peaking around 1.8°C above pre-industrial levels, with other pathways leading to substantially higher temperatures.
Intensifying Climate Risks and Tipping Points
Warming beyond 1.5°C is expected to exacerbate extreme weather events, accelerate ecosystem destruction, and heighten risks to human health, food security, water supplies, critical infrastructure, and economic stability. Small island nations and low-lying coastal cities face particularly severe threats from rising sea levels and other climate impacts.
UNEP's analysis also highlights the growing danger of climate tipping points. These include the potential destabilization of major ice sheets, significant degradation of the Amazon rainforest, and disruption of the Atlantic Meridional Overturning Circulation (AMOC), a vital ocean-current system that helps regulate global climate. Such changes could manifest abruptly or unfold gradually over decades, with profound and potentially irreversible consequences.
An "Overshoot, Peak, and Decline" Strategy
Despite the grim forecast, UNEP insists that crossing the 1.5°C line does not mean the climate battle is lost. Instead, the organization advocates for an “overshoot, peak and decline” pathway. This strategy requires immediate and sustained reductions in greenhouse gas emissions, including methane, alongside a rapid transition towards net-zero emissions. The goal is to limit how far temperatures rise above 1.5°C, reach a peak, and then actively work to bring global temperatures back down below the threshold.
Achieving this will eventually necessitate net-negative emissions, meaning the removal of more carbon dioxide from the atmosphere than is being emitted. Approaches for carbon dioxide removal include restoring forests and other ecosystems, as well as developing technological methods. However, UNEP stresses that such removal techniques must be carefully governed and must not be seen as a substitute for deep and immediate emissions cuts.
The Importance of Every Fraction of a Degree
The difference between a 1.5°C and 1.8°C peak may seem minor, but its implications are vast. Higher peak warming and longer periods above 1.5°C significantly increase risks for both human populations and natural systems. Keeping the peak as low as possible also reduces the likelihood of triggering irreversible climate thresholds. Therefore, the duration of any temperature overshoot is almost as critical as its magnitude; a world that briefly exceeds 1.5°C and then cools faces fewer risks than one that remains at higher temperatures for decades.
Limits to Adaptation
Even with rapid emissions reductions, some climate impacts are already unavoidable. Communities worldwide must adapt to increasing heatwaves, floods, droughts, and rising seas. However, UNEP warns that adaptation has its limits. The higher the temperature peak and the longer warming persists, the more challenging and expensive adaptation efforts become. Ultimately, some losses and damages could become unavoidable or irreversible, underscoring the report's conclusion that mitigation and adaptation must be pursued as interconnected agendas.
This latest assessment from UNEP follows years of warnings, including its 2025 Emissions Gap Report, which indicated that current national climate pledges would put the world on a trajectory for approximately 2.3°C to 2.5°C of warming this century, highlighting the urgent need for more ambitious action.
