PM Modi Unveils New Civil Defence Initiative
Addressing the nation from the historic Red Fort on India's 80th Independence Day, Prime Minister Narendra Modi unveiled a significant reform: the establishment of a large, modern civil defence volunteer network. This initiative aims to bolster the nation's preparedness and response capabilities against contemporary security challenges and crises.
During his address, PM Modi emphasized the necessity of a modern approach to citizen protection. He stated, “I announce today from the Red Fort that we will establish a vibrant Civil Defence network in the coming days. We will familiarise them with modern systems. What measures can be put in place to protect citizens from modern-day crises? We are going to create a massive, modern Civil Defence volunteer force capable of overcoming contemporary challenges.”
Modern Training for Contemporary Challenges
The proposed India Civil Defence Force will be equipped with modern systems and trained to respond effectively to a range of challenges, both within the country's borders and those originating from beyond. This focus on advanced training underscores a commitment to adapting India's civil defence framework to the evolving nature of global and domestic threats.
India's existing Civil Defence Rules, 1968, framed under the Civil Defence Act, already provide a comprehensive framework for safeguarding civilians, protecting critical infrastructure, and securing property during hostile situations and other emergencies. The civil defence system empowers both Central and state governments to implement preventive, protective, and control measures before, during, and after an attack or major crisis.
The responsibilities of civil defence traditionally include minimizing the impact of attacks and supporting crucial emergency response and recovery operations. This new volunteer force, by integrating modern techniques and expanded training, is expected to significantly enhance these capabilities, ensuring a more resilient and responsive national security posture.
