Prime Minister Narendra Modi opened the BRICS Summit in New Delhi today with an urgent appeal for comprehensive reforms to global governance structures, placing the United Nations Security Council (UNSC) at the forefront of his agenda. Modi asserted that delays in UNSC reforms are no longer acceptable, advocating for a system that better reflects contemporary global realities.
A Call for Representative Governance
Addressing leaders at the two-day summit, PM Modi articulated a vision for global institutions to transition from a "pyramid of privilege" to a "platform of partnership." He proposed a pivotal 10-point BRICS Reform Roadmap designed to enhance representation, responsiveness, and fair rule-making within international bodies. A key component of this roadmap is the immediate and time-bound negotiation for UNSC reform, aiming for a definitive outcome.
Modi emphasized that nations driving global economic growth must be given a proportionate role in directing global economic governance, highlighting the need for institutions to evolve with the changing world order.
Empowering the Global South
A central theme of Modi's address was the empowerment of the Global South. He argued that these nations, often at the forefront of global crises, are frequently relegated to the back rows of decision-making. To rectify this imbalance, he called for efforts to help the Global South transition from "rule-takers" to "rule-shapers."
To support this transition, Modi suggested that BRICS provide practical training, negotiation skills, and legal expertise to young diplomats and policymakers from Global South countries. He proposed that the 10 reform proposals be formalized into a "BRICS Reform Roadmap" by the time of the next summit.
Broader Institutional Reforms
Beyond the UNSC, the Prime Minister advocated for significant changes within other international financial institutions. He urged a review of their voting powers, leadership appointments, and policy priorities to align them with current economic realities and ensure greater equity.
BRICS Mechanisms for Continuity
To enhance the grouping's responsiveness, Modi proposed a "Seafarer Emergency Support Network." This initiative would connect maritime authorities and diplomatic missions to offer distress alerts, medical aid, family information, and evacuation support to seafarers facing crises at sea.
Additionally, he introduced the concept of a "BRICS Continuity and Implementation Mechanism." Under this structure, the BRICS Troika would systematically follow up on initiatives and outcomes. A secure digital repository would document decisions, assign nodal points, define timelines, and track implementation status, ensuring accountability and progress.
Modi concluded by linking the reform agenda to BRICS' broader role in representing the Global South amidst geopolitical and economic uncertainties. He stated that the summit's coincidence with United Nations South-South Cooperation Day underscored the initiative's significance, affirming India's readiness to lead. "If our future is shared," Modi declared, "then the right to its construction should also be shared."
