This advisory comes after several pilgrims found themselves stranded in Nepal, unable to proceed towards Tibet due to the absence of crucial travel documents for entry into China.
According to the MEA, some individuals traveled to Nepal under the assumption that their China entry permits and visas would be processed and issued during their stay there. When these approvals did not materialize, pilgrims were left in a precarious situation, prompting them to seek assistance from Indian authorities. The Ministry emphasized that traveling in anticipation of receiving permits later is risky and can lead to significant inconvenience and disruptions.
Essential Documents Required
Pilgrims are strongly advised to ensure the following documents are approved and readily available before embarking on the pilgrimage:
Valid Travel Papers
- Valid Indian Passport: Must have at least six months of validity remaining from the date of travel and sufficient blank pages for immigration stamps.
- Voter ID: Essential for Indian citizens traveling through Nepal.
- Tibet Travel Permit: Issued by the Tibet Tourism Bureau, this is mandatory for entering the restricted Tibet Autonomous Region.
- Chinese Group Travel Visa: Typically processed in Kathmandu for all pilgrims traveling as part of a group.
- Passport-size Photographs: Four to six recent, front-facing photographs with a white background may be required.
Health and Insurance Mandates
Given the high-altitude nature of the pilgrimage, proper medical preparation is crucial:
- Medical Fitness Certificate: A certificate from a registered MBBS doctor confirming fitness for high-altitude conditions is required.
- Travel Insurance: Comprehensive coverage for medical emergencies, high-altitude evacuation, and potential disruptions due to weather or permit delays is highly recommended.

The MEA also stressed the importance of verifying the credentials of private tour operators. Pilgrims should confirm that their chosen operator is registered and authorized to organize the Kailash Mansarovar Yatra before making any payments or starting the journey. Key checks include:
- Confirmation of the operator's official registration and authorization.
- Verification that applications for the Tibet Travel Permit and Chinese Group Travel Visa have been submitted.
- Crucially, written confirmation that these permits have been approved, not merely applied for.
- A detailed written confirmation of all travel arrangements.
- Assurance that medical evacuation and emergency support are included in the travel package.
