The recently published draft electoral roll for Delhi has revealed a significant number of exclusions, with nearly 4.77 million voters not appearing on the list. This figure accounts for approximately one in three electors in the capital, following a comprehensive Special Intensive Revision (SIR) exercise.
Extensive Deletions Mark Revision
Out of a total of 14.51 million registered electors in Delhi, only about 9.75 million have been included in the new draft roll. The remaining 4.77 million individuals have been categorized as "uncollectable" under the Absent, Shifted, Dead, Duplicate, and Others (ASDDO) criteria. This deletion rate, at roughly 33 percent, is noted as the highest percentage at the draft stage among all states and Union Territories where similar SIRs have been conducted.
A poll official cited Delhi's substantial "floating population" as a potential factor contributing to the high number of deletions. The SIR process, which involved house-to-house enumeration, commenced on June 30 and concluded on August 17.
Voter Recourse and Timeline
Voters who find their names missing from the draft electoral roll are still able to apply for inclusion. Delhi Chief Electoral Officer Ashok Kumar has advised affected citizens to file claims using Form 6, along with necessary supporting documents, by the deadline of September 30.
The Election Commission will review all submitted claims and objections, with the notice and disposal procedures continuing until October 29. The final electoral roll for Delhi is scheduled for publication on November 4.
Varying Enumeration Rates Across Constituencies
The digitization process for enumeration forms showed considerable variation across Delhi's 70 Assembly constituencies. Rohini, located in northwest Delhi, recorded the highest digitization rate at 83.43 percent. In contrast, Tughlakabad in southeast Delhi had the lowest rate, at just 52.15 percent. Individuals whose enumeration forms were not collected during the house-to-house exercise can now utilize the claims and objections process to seek inclusion.
