Chennai Imposes ₹10,000 Fine for Pet Abandonment, Microchips Key to Owner Tracking

The Greater Chennai Corporation has approved a ₹10,000 fine for owners abandoning licensed and microchipped pets. This measure, relying on microchip scanners, aims to hold owners accountable and curb the rising number of abandoned animals in the city.

The Greater Chennai Corporation (GCC) has introduced a significant penalty for pet owners who abandon their animals, setting a fine of ₹10,000. This new regulation, which came into effect on October 6, 2026, is part of a broader effort to promote responsible pet ownership and reduce the number of stray animals on city streets.

Microchips Central to Enforcement

A cornerstone of this enforcement strategy is the widespread use of microchipping. Each microchip contains unique identification details linked to the pet's registered owner. When an abandoned or rescued animal is found, Corporation officials can scan the microchip to quickly identify and trace the individual responsible.

To facilitate this, the GCC plans to equip all 40 of its dog-catching vehicles with microchip scanners. This will enable officials to promptly check animals found in public places, streamlining the process of identifying owners and enforcing the new fine.

Safeguards for Lost Pets

Recognizing that pets can genuinely go missing, the Corporation has included a crucial safeguard. Owners who report their pet as lost will not face the abandonment penalty if the animal is later rescued by the GCC. This provision aims to distinguish between deliberate abandonment and unfortunate incidents of pets straying from home.

Broader Measures Against Irresponsible Ownership

The introduction of the ₹10,000 abandonment fine follows recent concerns, including the rescue of 40 abandoned dogs by non-governmental organizations in Chennai. Beyond this primary penalty, the GCC is implementing other fines to ensure compliance with pet ownership regulations:

  • Unlicensed Pets: Owners of pets without proper licenses will incur a fine of ₹5,000.
  • Unleashed Dogs: Dogs found without a leash in public areas will result in a ₹500 fine for their owners.

These comprehensive measures underscore the civic body's commitment to fostering a more accountable environment for pet owners, with microchipping and licensing playing pivotal roles in ensuring animal welfare and public safety across Chennai.
