During their recent summit, the BRICS nations unanimously adopted the New Delhi Declaration, issuing a strong condemnation of the terrorist attack that occurred in Pahalgam on April 22, 2025. This tragic incident resulted in the deaths of 26 civilians and left many more injured.
The declaration unequivocally stated, “We express strong condemnation of any acts of terrorism as criminal and unjustifiable, regardless of their motivation, whenever, wherever and by whomsoever committed.” The bloc specifically highlighted and condemned “in the strongest terms” the attack in Jammu and Kashmir.
Reaffirming their steadfast commitment, the BRICS nations pledged to combat terrorism in “all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing and safe havens.” The declaration further emphasized that terrorism should never be associated with any religion, nationality, civilization, or ethnic group, stressing the importance of bringing those accountable to justice.
Member states urged a policy of zero tolerance towards terrorism, asserting that “double standards should be rejected” when addressing counter-terrorism efforts globally.
The BRICS nations welcomed the ongoing activities of the BRICS Counter-Terrorism Working Group (CTWG) and its five Subgroups, which operate under the BRICS Counter-Terrorism Strategy and Action Plan. They called for the expeditious finalization and adoption of the Comprehensive Convention on International Terrorism within the United Nations framework.
Concluding their statement, the declaration urged for “concerted actions against all UN designated terrorists and terrorist entities,” underscoring the collective resolve to eradicate the threat of terrorism.
