The United States has implemented new trade measures, including minimum import prices and a 15% tariff on specific downstream products, for polysilicon, silicon ingots, and wafers. These actions, effective December 4, are designed to bolster the US's domestic semiconductor and solar supply chains and reduce reliance on global supply, particularly from China, which currently accounts for over 90% of global polysilicon production.
US Moves to Secure Supply Chain
With global polysilicon production surging by more than 270% since 2020, primarily driven by solar-grade material, the US aims to bring more of its semiconductor supply chain onshore. The new regulations impose minimum import prices of $21 per kilogram on polysilicon and $100 per kilogram on polysilicon ingots and wafers. This move is expected to significantly disrupt global trade flows, potentially redirecting excess Chinese supply to non-US markets at reduced prices.
India's Double-Edged Challenge
India, which is entirely dependent on polysilicon imports, faces a complex situation. The influx of cheaper polysilicon, ingots, or wafers could present both opportunities and significant risks for its burgeoning semiconductor and solar industries.
Potential Benefits for Fabs
On one hand, low-cost foreign polysilicon could provide an affordable raw material for India's upcoming semiconductor foundries. Facilities like Tata Electronics' $11-billion Dholera fab will initially rely on imported silicon wafers. Independent semiconductor analyst Arun Mampazhy notes that Indian semiconductor companies will primarily need to import high-purity mono-silicon starting wafers, rather than raw polysilicon, in the near future.
Threat to Domestic Manufacturing
Conversely, the dumping of cheap imports could severely undermine India's ambitions to establish greenfield wafer manufacturing capabilities. Building integrated ingot and wafer facilities requires substantial capital investment and long payback periods, making them highly vulnerable to price undercutting. Danish Faruqui, CEO of Fab Economics, warns that if international players flood the Indian market with wafers priced near or below marginal cost, domestic projects could become financially unviable, leading to stranded investments and delayed technological advancements.
Charting India's Path Forward
To protect its nascent domestic wafer manufacturing while ensuring Indian fabs have access to competitive input costs, experts suggest a nuanced approach. Faruqui advocates for a dual-track economic balancing policy:
- Subsidize Local Production: Implement high-percentage electricity and power subsidies specifically for ingot-pulling facilities to offset the cost advantages of state-subsidized foreign producers.
- Gradual Localization: Deploy a gradual, tiered sourcing quota linked to local production milestones. This approach would guarantee a baseline order book for domestic wafer startups while allowing fabs to leverage cheaper imports initially, keeping overall production costs globally competitive.
Aggressive tariffs are viewed as counterproductive, as they would strain the cost structures of Indian fabs before domestic alternatives are sufficiently developed. Mampazhy also expresses skepticism about the current incentives for wafer manufacturing, noting that previous subsidy schemes saw no applicants. He suggests that backward integration for wafer production might only become a priority for India once its fabrication market share reaches 2-4%.
Building a robust, self-reliant polysilicon industry in India will require strategic policy-making that balances the need for affordable inputs with the imperative to foster domestic manufacturing capabilities.
