Starlink's Renewed Bid for Indian Market Entry
Elon Musk's satellite internet venture, Starlink, has reportedly submitted a fresh application to India's space regulator, the Indian National Space Promotion and Authorisation Centre (IN-SPACe). This renewed effort seeks approval for its next-generation (Gen 2) satellite communication services, marking another attempt to enter India's burgeoning satellite communication sector. The application specifically targets the Gen 2 constellation, which would operate at an altitude of 340-615 km in low Earth orbit (LEO).
Previous Rejection and Current Stance
The company's initial application for the Gen 2 constellation, comprising approximately 30,000 satellites, was previously rejected by IN-SPACe. The regulator cited that certain features and spectrum bands proposed for the Gen 2 network did not align with existing requirements. However, in July 2025, IN-SPACe did approve Starlink's Gen 1 constellation, which consists of 4,408 LEO satellites and offers traditional broadband services.
India's Evolving Satellite Communication Landscape
This latest application arrives as India explores broadening its satellite communication capabilities, potentially including direct-to-device (D2D) connectivity. D2D technology would enable satellite networks to deliver internet access directly to mobile devices, bypassing traditional terrestrial infrastructure. SpaceX, Starlink's parent company, intends to deploy around 42,000 Gen 2 satellites globally, but its current Indian application specifies authorization for nearly 30,000 satellites, with potential for further applications later.
Competitive Edge and Regulatory Hurdles
If approved, Starlink's Gen 2 constellation could offer a significant advantage in coverage and capacity over competitors in India. These rivals include Reliance Jio's planned 1,600-satellite LEO constellation, Amazon Leo, and Eutelsat OneWeb. Despite the intense competition, none of the non-geostationary satellite operators, including Starlink, Eutelsat OneWeb, or Jio's joint venture with Luxembourg-based SES, have commenced commercial services in India. This delay is primarily due to pending security clearances and the allocation of crucial spectrum.
