UPI MDR for School & College Fees: What Parents Need to Know

New UPI Merchant Discount Rate (MDR) rules provide relief for educational institutions. Payments up to ₹2,000 for school and college fees remain MDR-free, while larger transactions above this threshold are subject to capped or flat processing rates.

A recently introduced UPI Merchant Discount Rate (MDR) framework is set to ease the burden of digital payment processing for educational institutions across India. This special provision ensures that fees paid for schools, colleges, and universities are not subjected to the standard percentage-based MDR, especially for high-value transactions.

MDR-Free for Smaller Payments

Under the new framework, educational transactions up to ₹2,000 will continue to be completely free of any Merchant Discount Rate. This means students and parents can make smaller payments, such as minor tuition installments or examination fees, digitally without any additional charges being imposed on the educational institution.

Capped or Flat Fees for Larger Transactions

For educational fee transactions exceeding ₹2,000, the framework introduces flat-fee structures or capped processing rates. This is a significant departure from standard percentage-based MDRs, which could lead to substantially higher processing costs for institutions collecting large tuition or term fees. The capped approach aims to provide predictability and affordability for schools and colleges accepting digital payments.

Why This Change Matters

The Unified Payments Interface (UPI) has become a primary channel for digital payments in India, including those made to educational institutions. However, the cost structure for merchants, particularly for larger amounts, has been a concern. By placing educational fee collections under a designated industry program category, the framework prevents high-value education payments from attracting disproportionately high processing charges. This change makes digital payment channels more convenient for parents and students, while offering greater certainty over costs for educational institutions.

What Payments Are Covered?

The special MDR framework applies to various educational payments, including:

  • School tuition fees
  • University term fees
  • Institutional entrance examination fees
  • Other eligible educational fee collections

The key distinction remains the transaction value: eligible educational transactions up to ₹2,000 are MDR-free, while those above ₹2,000 fall under the new flat or capped processing structures.
