UP Minister: Uttar Pradesh Now India's Growth Engine

Uttar Pradesh is transforming into India's growth engine, says Industries Minister Nand Gopal Gupta. The state has seen significant economic growth, attracting major investments through improved ease of doing business and robust infrastructure development.

Uttar Pradesh (UP) is rapidly emerging as a significant economic powerhouse, according to Nand Gopal Gupta, the state's Minister for Industrial Development, Export Promotion, NRI, and Investment Promotion. Gupta highlighted the state's ambitious goal to achieve a $1-trillion economy by 2029-30, driven by strategic policy reforms and infrastructure development.

Accelerated Economic Growth and Infrastructure

The state has witnessed remarkable economic expansion, with its economy growing from Rs 13.30 lakh crore in 2016 to Rs 30.80 lakh crore. This growth has generated over 3.7 million job opportunities. UP has prioritized connectivity, boasting India's largest airport at Jewar and a robust rail network spanning 16,000 km. It is also the first Indian state with 16 domestic and five international airports. The Varanasi-Haldia waterway is operational, with plans for extension via the Saryu and Ganga rivers to Prayagraj.

Strategic Industrial Corridors and Policy Frameworks

Gupta detailed the creation of extensive land banks along expressways, attracting major companies. Notable projects include defence manufacturing facilities like BrahMos and Adani's unit in Kanpur, alongside Bharat Dynamics in Jhansi. A major initiative is the Bundelkhand Industrial Development Authority, a new industrial hub spanning approximately 60,000 acres between Kanpur and Jhansi, larger than Noida and set to integrate districts from Madhya Pradesh.

The state has also established a Pharma Park in Lalitpur, drawing investments from companies such as Sun Pharma, Ranbaxy, and Mankind. An overarching Industrial Development policy, encompassing over 32 sector-specific policies for areas like tourism and textiles, has streamlined investment. The 'Invest UP' initiative is central to attracting capital into these corridors.

Global Competition and Investment Attraction

UP actively competes with other Indian states for global investments. In 2022, nine ministerial teams conducted roadshows across 17 countries, 21 major global cities, 10 Indian metros, and all 75 districts of Uttar Pradesh to promote the Global Investors Summit.

Path to a $1 Trillion Economy and Ease of Doing Business

The state's drive towards a $1-trillion economy is supported by engagement with firms like Deloitte, EY, and KPMG to identify and resolve bottlenecks. UP has significantly improved its 'Ease of Doing Business' ranking, climbing from 14th to 2nd nationally. Key reforms include the Uttar Pradesh Sugam Vyapar Sanshodhan Adhiniyam, 2025, which aims to reduce compliance burdens by decriminalizing minor industrial infractions, converting them into penalties rather than criminal charges.

Focus on Emerging Sectors and Workforce Development

Uttar Pradesh is a major electronics manufacturing hub, accounting for 50-60% of India's mobile phone production, with companies like Haier, Amber, Samsung, Lava, and Vivo operating there. The state is also a leader in emerging sectors such as semiconductors, data centers, defence manufacturing, and global capability centers, attracting significant investments like that from Foxconn.

Efforts are also underway to support the UP diaspora and local workforce. During the COVID-19 pandemic, skill-mapping was conducted to connect returning workers with new industrial opportunities. The NRI department facilitates overseas employment by providing language and skill training, such as Japanese language courses for those seeking jobs in Japan.

Improved law and order has been crucial in building trust and confidence among investors. The Global Investors Summit garnered MoUs worth approximately Rs 33.5 lakh crore, a figure that has since surpassed Rs 50 lakh crore, with a substantial portion already converting into on-the-ground projects.
