UIDAI Clarifies: Aadhaar Valid for Identity, Not Proof of Birth Date

The Unique Identification Authority of India (UIDAI) has clarified that Aadhaar serves as a valid identity proof through authentication, but should not be considered proof of date of birth. This is because DOB data relies on user-submitted documents or self-declaration, not independent verification.

The Unique Identification Authority of India (UIDAI) has issued an important clarification regarding the use of Aadhaar. While Aadhaar remains a cornerstone for establishing identity through its robust authentication mechanisms, the authority emphasized that it should not be treated as a standalone proof of an individual's date of birth (DOB), even though this information is present on the card.

Understanding Aadhaar and Date of Birth Data

UIDAI explained that the date of birth recorded in an Aadhaar document is primarily based on information provided by the individual during the enrolment or update process. This data is typically supported by various documents such as birth certificates, school records, passports, or other government-issued certificates. In instances where no valid supporting document is available, the date of birth may be recorded as declared or approximate by the resident.

Crucially, if an approximate age is provided, the system calculates the year of birth, and the date is often defaulted to January 1 of that calculated year. The authority underlined that because the data relies on these submissions and self-declarations, UIDAI does not independently verify the accuracy of the date of birth.

Authentication Confirms Identity, Not Age

UIDAI reiterated that Aadhaar's primary function is to confirm an individual's identity. When an Aadhaar is authenticated, it verifies that the person presenting it is the same individual whose biometric and demographic details are stored in the Central Identities Data Repository. A successful authentication therefore establishes identity, but it does not validate other details such like the date of birth.

Agency Discretion for Date of Birth Use

The authority clarified that Aadhaar User Agencies (AUAs) and e-KYC User Agencies (KUAs) retain the discretion to decide whether Aadhaar can be utilized for purposes requiring the establishment of a date of birth. Furthermore, the use of Aadhaar for welfare services, subsidies, or other specific purposes is determined by the implementing agencies, including central ministries, state governments, and other relevant bodies.

Aadhaar's Valid Uses Reaffirmed

UIDAI reaffirmed that Aadhaar, in all its various forms—including physical cards, e-Aadhaar, masked Aadhaar, offline XML, and QR code versions—continues to be a valid proof of identity and address, subject to applicable conditions. However, the key takeaway remains clear: Aadhaar on its own is not proof of date of birth.
