Telangana is strategically positioning itself to become a preeminent global manufacturing hub by 2047, leveraging its robust capabilities in technology, talent, and innovation. D. Sridhar Babu, the state's Minister for Information Technology, Electronics, Communications, Industries & Commerce, and Legislative Affairs, detailed this vision in a recent interview, emphasizing a shift towards high-value manufacturing driven by advanced technologies.
Shifting Towards an AI-Driven Manufacturing Economy
Minister Sridhar Babu highlighted that the future manufacturing economy will be intrinsically linked with software, AI, robotics, research and development (R&D), and precision manufacturing. Telangana, already a leader in IT, pharmaceuticals, and life sciences, views this evolution as a natural progression to increase its contribution to India’s GDP from 5% to 10% and achieve a $3-trillion economy by 2047.
"India cannot afford to export the flour and import the bread. We must create value here at home," stated D. Sridhar Babu, stressing the importance of moving up the global value chain from services and assembly to designing and manufacturing future technologies.
Global Capability Centers (GCCs) as Innovation Drivers
Hyderabad's emergence as India's leading GCC hub is central to Telangana's manufacturing ambitions. These centers are no longer mere back offices; they are critical hubs for product development, semiconductor design, robotics, AI platform creation, and complex engineering solutions. The intellectual property generated within these GCCs directly influences manufacturing outcomes.
Over the past 30 months, Hyderabad has attracted more than 150 GCCs, generating 150,000 direct high-value jobs. Companies like Vanguard, Southwest Airlines, McDonald’s, and Netflix have established their first engineering centers in Telangana, contributing to cross-domain innovation and knowledge transfer.
AI's Transformative Role in Industry
The Minister believes artificial intelligence (AI) will define the next decade of industrial growth, transforming manufacturing through smarter production, improved quality, reduced costs, and more efficient plant operations. Telangana aims to create the talent and environment necessary for businesses to confidently adopt AI, moving up the value chain and creating high-value jobs.
Building a Comprehensive Innovation Ecosystem
Telangana's innovation ecosystem is built on four pillars: talent, innovation, infrastructure, and policy. The state is integrating industry into academic curricula to prepare the workforce for future jobs. Initiatives like AIKAM (global AI innovation hub) and TGDeX (Telangana Data Exchange Platform) connect academia, startups, and industry to accelerate product development.
Significant infrastructure investments, including AI City, Bharat Future City, and expanded connectivity, are designed to foster a thriving environment for businesses and talent. The state also maintains a stable, transparent, and industry-friendly regulatory environment to encourage investment and growth.
Attracting Semiconductor and Electronics Manufacturing
Despite global competition, Telangana is actively positioning itself as a credible destination for semiconductor and electronics manufacturing. Hyderabad hosts major companies like AMD, Qualcomm, Micron, and Allegro MicroSystems, supported by a strong talent pipeline from institutions such as IIT Hyderabad and IIIT Hyderabad. The state is further strengthening this ecosystem through Electronic City in Bharat Future City and hardware prototyping facilities like T-Works.
Ease of Doing Business and Talent Development
Telangana prioritizes "ease of governance" to ensure investors can focus on building businesses rather than navigating bureaucracy. Streamlined approvals, integrated services, and a robust single-window interface are key to this approach. Concurrently, the state is investing nearly $15 billion in strategic infrastructure.
Talent is considered Telangana's greatest competitive advantage. The state is building a comprehensive talent pipeline from schools through higher education, industry-led skilling, and lifelong learning. Programs introduce AI to nearly two million government school students and the Young India Skills University shapes curricula with industry input. Partnerships with institutions like Deakin University and initiatives like the Green Skills & Applied AI Centre of Excellence further strengthen the workforce.
Sustainability as a Core Growth Strategy
Sustainability is embedded in Telangana's long-term development strategy. The state boasts approximately 1.7 billion sq ft of registered green building space. Projects like HYDRAA and the Musi River Rejuvenation Project aim to restore natural spaces, while Bharat Future City is being developed as India’s first net-zero city. Technology is also leveraged for transparent and efficient governance through platforms like MeeSeva and the Digital Cabinet Project.
Looking Towards 2030 Milestones
By 2030, Telangana aims to achieve a $1 trillion economy. Minister Sridhar Babu envisions a state where innovative companies choose to build the future, not just for incentives, but because of an unparalleled ecosystem.
