India's Defense Manufacturing Gets a Boost
In a significant development for India's defense sector, Tata Advanced Systems Limited (TASL) has entered into a Memorandum of Understanding (MoU) with the Javelin Joint Venture. This venture, a partnership between US defense giants Raytheon (an RTX business) and Lockheed Martin, aims to explore the establishment of a final assembly and integration facility for the Javelin All Up Round anti-tank missile system within India. The agreement also includes provisions for developing component production capabilities locally.
Strategic Collaboration for Global Supply Chains
Under the proposed co-production model, sub-assembly kits manufactured at Lockheed Martin's facility in Troy, Alabama, and guidance electronics units produced at Raytheon's site in Tucson, Arizona, will be shipped to India for final integration. This strategic arrangement is designed to create a more resilient global supply chain for the battle-proven weapon system.
Rich Liccion, Vice President of the Javelin Joint Venture and Program Director for Lockheed Martin Javelin, emphasized the importance of this collaboration. “Partnering with Tata Advanced Systems Limited to establish a dedicated Javelin final assembly and integration facility in India is a pivotal step in ensuring a resilient supply chain for this critical anti-tank weapon system. This collaboration not only expands India's high-tech manufacturing capabilities but also reinforces a stronger, more stable security architecture across the Indo-Pacific region, enabling our partners around the world to respond swiftly to emerging threats.”
Echoing these sentiments, Jenna Hunt Frazier, JJV President and Javelin Program Director at Raytheon, added, “This agreement with Tata Advanced Systems Limited establishes a foundation to strengthen the global supply chain for Javelin. It supports faster fielding of the proven Javelin weapon system and sustained readiness for partner nations.”
Enhancing India's Self-Reliance and Operational Readiness
The initiative is set to significantly strengthen India’s domestic defense industrial base. It promises to bring high-tech manufacturing expertise and advanced technology transfer into the country, aligning with India's strategic objective of self-reliance in defense. The Javelin system has seen extensive deployment, with over 55,000 missiles and more than 12,000 reusable Command Launch Units produced to date, highlighting its combat readiness and proven capability.

Mutual Benefits and Economic Impact
Beyond bolstering India's capabilities, the co-production model is also structured to benefit the United States by sustaining American defense jobs. By expanding production volume, the alliance aims to help the US government achieve economic order quantities, which can ultimately lower unit costs and further ensure supply chain resilience across the Indo-Pacific region. This collaboration underscores a strategic alignment between both nations, supporting their respective defense and economic objectives.
