A Joint Parliamentary Committee (JPC) examining the 'One Nation, One Election' proposal has projected significant economic benefits for India, including potential savings of ₹7 lakh crore and a 1.6% boost to the nation's Gross Domestic Product (GDP).
P.P. Chaudhary, chairman of the 41-member panel, highlighted these figures following a meeting with Gujarat government officials in GIFT City. He stated that the substantial funds saved by conducting Lok Sabha and Assembly elections concurrently could be strategically reallocated towards critical development sectors such as infrastructure, healthcare, education, and various welfare programs for citizens.
Economic Impact and Resource Reallocation
Chaudhary emphasized the transformative potential of simultaneous elections, citing economists who advised the committee on the projected 1.6% increase in India's GDP. This economic uplift, coupled with the direct savings, is central to the committee's advocacy for the electoral reform.
The JPC's current three-day visit to Gujarat is part of a broader consultation process, which has already included states like Maharashtra, Uttarakhand, Himachal Pradesh, Haryana, Punjab, and Karnataka. During these visits, the committee engages with bureaucrats, political leaders, and departmental officials to gather diverse perspectives on the proposal.
In Gujarat, Chaudhary directed Chief Secretary M.K. Das to prepare a comprehensive report. This report is expected to assess the far-reaching economic and administrative implications of simultaneous elections, covering areas such as industrial impact, production losses, labor migration, employment, Goods and Services Tax (GST) collections, and the tourism and education sectors. The committee aims for Gujarat's submission to serve as a benchmark for other states.
Streamlining Governance and National Development
The 'One Nation, One Election' concept gained momentum with the submission of an 18,000-page report by a high-level committee led by former President Ram Nath Kovind. This report, accepted by the government, recommended holding Lok Sabha and Assembly elections together, alongside conducting panchayat and municipal polls within 100 days thereafter.
Chaudhary reiterated that this reform aligns with Prime Minister Narendra Modi's vision for electoral reforms as a catalyst for national development. He explained that minimizing the continuous cycle of elections would allow governments to dedicate more time and resources to governance, development initiatives, poverty alleviation, and overall national progress, rather than being perpetually engaged in electoral campaigning.
Constitutional and Institutional Support
Addressing potential concerns about the proposal's legality, Chaudhary stated that six former Chief Justices of India have informed the committee that simultaneous elections would not infringe upon the Constitution's federal structure, basic structure, or fundamental rights. Furthermore, key institutions like NITI Aayog and the Law Commission have also voiced their support for the 'One Nation, One Election' initiative, underscoring its national interest.
The JPC's ongoing consultations underscore its commitment to fostering a broad consensus among all stakeholders before finalizing its recommendations for Parliament. The committee's objective is to ensure that the proposed electoral reforms are widely supported and beneficial for the nation's future.
