Punjab Aims for Global Electronics Supply Chains, Diversifies Industrial Base

Punjab is aggressively diversifying its industrial landscape, targeting sunrise sectors like electronics, semiconductors, and aerospace. The state's 2026 policy and significant investments aim to establish it as a key player in high-tech manufacturing and global supply chains.

Punjab is making a concerted push to transform its industrial landscape, moving beyond traditional manufacturing to become a significant participant in global electronics and high-tech supply chains. Aman Arora, Punjab's Minister for Industries & Commerce, detailed the state's ambitious vision to position itself as a leader in emerging sectors, backed by substantial investments and strategic policy initiatives.

Diversifying Towards High-Tech Manufacturing

Historically recognized for textiles and engineering, Punjab is now aggressively diversifying into sunrise sectors. These include electronics, semiconductors, electric mobility, defence, aerospace, and medical devices. This strategic shift is underpinned by the Industrial and Business Development Policy 2026, launched earlier this year. The policy offers comprehensive incentives for modernization, automation, quality certification, research and development, and deeper integration into global value chains.

Since 2022, Punjab has attracted approximately Rs 1.5 lakh crore in investments, projected to create over 500,000 employment opportunities across various sectors, including manufacturing, chemicals, healthcare, logistics, IT, and food processing. Minister Arora emphasizes a vision to evolve Punjab from a strong manufacturing state into India’s premier hub for innovation-led manufacturing, fostering collaboration between research institutions, startups, micro, small, and medium enterprises (MSMEs), and global investors to produce high-value products and quality jobs.

Strategic Infrastructure and Investment Attraction

To support this industrial transformation, Punjab is building a robust, investment-ready infrastructure. A flagship project is the Integrated Manufacturing Cluster (IMC) at Rajpura, part of the Amritsar-Kolkata Industrial Corridor. This cluster will provide plug-and-play infrastructure, integrated utilities, and multimodal connectivity, aiming to draw large manufacturing investments and boost exports. Regional master plans for cities like Ludhiana, Jalandhar, Bathinda, and SAS Nagar (Mohali) are also facilitating planned industrial expansion and improved connectivity, alongside upgrades to existing industrial focal points.

Punjab's strategy to attract global investors involves international roadshows, sector-specific partnerships, and events like the Progressive Punjab Investors Summit. This approach has already yielded results, with companies like Germany’s Freudenberg Group investing Rs 339 crore in advanced automotive components. Other global players such as Yanmar, Nestlé, and De Heus are expanding their presence. Notably, a partnership between Vardhman Special Steels and Japan’s Aichi Steel has led to a Rs 1,116 crore advanced forging and machining project, bringing cutting-edge technology to the state.

Empowering MSMEs and Fostering Innovation

Micro, Small, and Medium Enterprises (MSMEs) form the backbone of Punjab’s industrial economy, with nearly 160,000 units. The 2026 policy offers a comprehensive support framework including capital subsidies, technology upgradation support, SGST (state goods and services tax) reimbursement, electricity duty exemption, and employment generation incentives. Beyond financial aid, Punjab is strengthening cluster-based industrial development through Common Facility Centres across various sectors, providing MSMEs access to advanced machinery, testing facilities, and design support without requiring significant capital investment.

Punjab is leveraging its world-class innovation ecosystem to drive growth in sunrise sectors. Institutions such as the Semiconductor Laboratory (SCL), CSIR-CSIO, IIT Ropar, and NIPER provide a strong foundation for advanced manufacturing, electronics, and precision engineering. The Startup Punjab Policy 2026 aims to support over 1,000 startups through incubation centers, innovation hubs, and accelerator programs, reinforcing industry-academia collaboration. The state is actively positioning itself to participate in emerging semiconductor and electronics supply chains, exemplified by industrial ecosystems like Cycle Valley.

Skilling for the Future Workforce

A critical component of Punjab’s industrial strategy is aligning industrialization with employment generation. The new policy provides Employment Generation Subsidies to encourage local hiring, complemented by the Punjab Hunar Portal, a digital platform connecting employers, training institutions, and skilled youth. The government is modernizing its skilling ecosystem to meet the demands of emerging manufacturing sectors, partnering with institutions like the Tata Indian Institute of Skills and T-Works to upgrade industrial training infrastructure and promote deep-tech innovation. This ensures that industrial investments directly contribute to skill development and create sustainable employment opportunities for the state's youth.
